江门高新区高新技术产业集群发展对策研究

摘要
以科技创新和高新技术产业化为竞争核心的知识经济发展迅猛,正逐渐成为世
界经济发展和社会进步的动力源。国家高新区是高新技术产业的聚集地,园区完善
的创新创业体系平台为企业发展高新技术、转化科技成果提供了重要的支撑平台,
是提高自主创新能力的重要载体,高新区在经济结构转型、增长方式转变以及自主
创新能力提高三个方面的示范、辐射和带动作用是毋容置疑的。
本文以江门高新区为研究对象,运用产业集群相关理论对江门高新区高新技术
产业集群发展进行了具体的分析和探讨,试图为江门高新区及其它地区高新区高新
技术产业集群发展提供借鉴。首先是对江门高新区的发展现状进行了阐述,分析了
江门高新区的发展环境并指出了江门高新区高新技术产业集群发展中存在的问题;
接着对存在的问题进行深入分析,指明问题产生的原因所在;随后,根据江门高新
区的实际情况,提出了江门高新区高新技术产业集群发展的发展原则及三大战略;
最后,针对当前江门高新区高新技术产业集群发展中存在的问题,根据政府、高新
区及企业三者在高新技术产业集群发展中不同的角色作用分别提出相应的对策建
议。
本文共分为五章,各章的主要内容如下:
第一章为“绪论”。介绍本文的研究背景、国内外研究现状、研究内容及章节安
排。
第二章为“江门高新区高新技术产业集群发展现状”。主要介绍了江门高新区的
发展概况,分析了江门高新区的发展环境及高新技术产业集群发展现状。
第三章为“江门高新区高新技术产业集群发展中存在的问题”。根据第二章对江
门高新区高新技术产业集群发展现状的分析,指出当前江门高新区高新技术产业集
群发展中存在的问题并分析问题产生的原因。
第四章为“江门高新区高新技术产业集群发展战略”。从江门高新区的实际情况
出发,基于高新区及产业集群的研究理论成果,提出了江门高新区在发展高新技术
产业集群时的发展思路和一般性原则,并从宏观的角度提出江门高新区高新技术产

业集群发展战略。
第五章为“江门高新区高新技术产业集群发展的对策建议”。针对江门高新区高
新产业集群发展中存在的问题及第四章提出的发展战略,从政府、高新区及区内企
业三个角度提出具体的对策建议。

Abstract
Knowledge-based economy which takes technical innovation and industrial
application of new and high technologies as the petitiveness develops rapidly,
and it has gradually e the power resource of the world economic development and
social progress. The State High-tech Zone is the collecting centre of high and new
technology industries, the zone’s better platform for innovation and entrepreneurship
system provides an important support to developing of the Hi-tech industries and the
transformation of technological e for enterprises, and it’s also the important carrier
of improving the independent innovation capability. There is no doubt that High-tech Zone
plays demonstration, radiation and leading role in structural transformation of the
economy, change in the main source of economic growth and improvement of indigenous
innovation cap
