我国电信市场实现有效竞争过程中政府作用分析

摘要
目前,我国电信业发展取得了巨大的成就,但是也面临着许多问题。电信体制改革还
没有到位,电信市场同时面临竞争失衡和恶性竞争的双重考验。电信业有效竞争的状态单
靠市场竞争行为的作用难以实现,必须引入政府作用。但是不断成长的电信业和不断变化
的市场环境,要求政府不断调整政策,因此本问题的理论研究和解决也是一个发展和变化
的过程。
本文运用数据包络方法和产业经济学中 SCP 范式分析方法对我国电信市场的竞争现
状进行了定量和定性的分析,运用 SCP 范式分析方法重点分析我国电信重组、对称和非对
称管制等政府行为对实现电信市场有效竞争的影响,结合英国、美国、欧盟电信管制的经
验,对我国政府行为同英国、美国、欧盟进行比较比较,得出电信市场基本规律以及不同
管制手段带来的不同效果。在此基础上,为我国电信监管部门提出加强网络质量和竞争行
为的监管力度、加强非对称管制监管力度、加快《电信法》修订进程和谨慎推行网络中立
等建议。

Abstract
At the moment, Chinese munication industry has achieved great developments,
whereas obstacles still exist. Reforms on munication system have not plished yet;
the industry is facing challenges from imbalanced and petition. An effective
competitive market cannot be solely realized by petition; thereby government
regulation must be introduced. However, with a growing munication industry and a
changing market, government regulation can never be static. Therefore, investigation into and
solution to this question should be dynamic as well. Utilizing Data Envelopment Analysis (DEA)
and Structure-Conduct-Performance (SCP) paradigm from industrial economics
This article conducted qualitative and quantitative analyses on the status quo petition
within Chinese munication industry. In addition, with SCP paradigm methods, it
examined the impacts of munication restructuring as well as symmetric and asymmetric
regulation on achieving pletion in munication market. paring
Chinese government intervention with experiences adapted from UK, USA and EU
munication regulation, it revealed the basic market discipline in munication
industry and various effects brought by difference regulations. Based upon that, the article
