我国高技术产业研发投入重要影响因素分析——以安徽省为例

摘要
高技术产业是我国实施自主创新战略的主力军,高技术产业发展的关键环节
是研发。研发需要大量的资金投入,究竟有哪些因素对高技术产业研发投入有重
要影响?这些因素又是如何影响高技术产业研发投入的?
本文以安徽省高技术产业为例,运用因子回归分析法研究了高技术产业的产
业规模、产业盈利状况、利税、产业出口导向、科技活动经费筹集额中金融机构
贷款占比、科技活动经费筹集额中企业自有资金占比、政府对高技术产业科技活
动补贴、市场需求这几个重要因素对高技术产业 R&D 投入的影响状况。本文研
究发现对安徽省高技术产业总体 R&D 投入的重要影响因素中影响力大小逐次
为:税收、盈利状况、企业规模、出口导向、政府对高技术产业科技活动的补贴、
外部市场需求、科技活动经费筹集额中企业自有资金所占的比重、科技活动经费
筹集额中金融机构贷款所占的比重。
在四个高技术行业中,科技活动经费筹集额中企业自有资金所占的比重对
R&D 投入均呈现负向影响,且影响力都不大;盈利状况、税收、出口导向、企
业规模、外部市场需求在安徽省电子与通信设备制造业和安徽省医药制造业中对
R&D 投入均呈现较强的影响。政府对高技术产业科技活动的补贴在安徽省医疗
设备及仪器仪表制造业中,对 R&D 投入均呈现较强的正向影响;科技活动经费
筹集额中金融机构贷款所占的比重在四个行业中对 R&D 投入的影响力均呈现比
较微弱的正向影响。最后本文根据这些结论给出了一些可以促进高技术产业研发
投入的增加的建议。

ABSTRACT
High technology industry in China is the main force to implement the
independent innovation strategy, the key of the development of the high technology
industry is R&D. R&D requires a lot of funds, actually what factors can influences
high technology industrial R&D investment? How do these factors influence the high
technology industry R&D investment?
This research based on Anhui province high technology industry, using the factor
regression analysis discusses how the firm size, industry profitability, tax, export
orientation, the rate between financial institution loans and science&technology
activity fund, and the rate between enterprise self-fund and science&technology
activity fund, government subsidy to high technology industry science&technology
activity, market demand influence R&D investment of high technology industries.
This study found that the impact of tax, profit, firm size, and export orientation,
government subsidy to high technology industry science&technology activity, market
demand on high technology industry R&D input gradually decline.
