摘要
随着全球经济一体化程度的提高,国际市场竞争日趋激烈,这种竞争突出表现为高
科技水平的竞争。高新技术产业作为知识经济时代的主导产业之一,逐渐成为现代经济
增长的新动力源泉,其研究与发展(R&D)活动受到社会各界的广泛关注。研发创新是
一项综合、复杂的活动,它具有推动产业竞争优势的作用,这种作用的发挥不仅依赖于
研发投入水平,更取决于研发的效率水平。伴随着高新技术产业研发投入不断提高,高
新技术产业能否高效、科学地组织研发活动,其效率状况如何显得尤为重要。
基于此,本文以我国高新技术产业为研究对象,在对2000~2009年R&D投入现状进
行分析的基础上,构建R&D活动的效率评价体系,运用DEA-Tobit模型从行业和地区的
角度对高新技术产业的R&D效率和影响因素进行测度,进而对提高高新技术产业的研发
效率提供参考建议。
结论:(1)高新技术产业总体的研发效率发展趋势较好。(2)行业间研发效率层
次不齐,其中,计算机及其办公设备的效率值最高;航空航天器制造业、电子及通信设
备制造业、医疗设备及仪器仪表的效率表现较为有效;而医药制造业处于行业的最低水
平。(3)区域间研发效率水平极不平衡,从效率均值来看,东部地区R&D效率水平高
于中、西部地区。中西部地区相比,中部地区的规模效率较高,而在西部地区的技术效
率较好。(4)企业规模、市场结构、所有制结构、与R&D效率间存在正向关系。政府
的支持力度对高新技术产业R&D效率研发的影响不大。
最后,结合本文的结论提出政策建议,为我国高新技术产业R&D效率的改善提供借
鉴参考。
