摘要
在世界 500 强企业中,实施财务集中管理的已经达到了 80%。在国内,我国政
府对企业集团财务集中管理工作高度重视,要求各企业集团推进财务集中管理工作。
中国移动通信集团在各省、自治区、直辖市公司实施了财务集中管理战略,并构建
了报账平台、银企互联、营收稽核等配套的支撑系统。其中报账平台是移动财务集
中化建设的一项核心内容。
基于 UAP-NC 的报账平台系统采用了一系列先进的技术,以适应当前技术的变
迁。首先报账平台应用了 EJB 技术,它是基于 Java 的服务器端组件架构技术。使用
EJB 可以加快开发企业级的分布式组件应用。其次报账平台应用了 UAP-NC 的 SOA
架构,它是以 ESA 为中心通过消息发送负责连接服务的消费者和提供者。该应用可
以减少完成软件开发生命周期(包括收集需求、进行设计、开发和测试)所需的时
间。另外报账平台的界面技术采用基于 Swing 技术的界面形态和基于 HTML+JS 的
技术形态。Swing 具有先天的操作能力,HTML+JS 适合于简单的管理应用和信息发
布,信息整合,在这些方面有非常大优势。同时报账平台使用 SSL 机制对在网络上
传输的数据进行加密,提供数据流的机密性和完整性,以防敏感数据在传输过程中
被泄露及篡改,保证了报账平台的安全。
随着企业管理的多样性和持续改进,随着企业集团集中管理及企业与合作伙伴间
协同商务的开展,随着企业遗留系统与现有系统集成要求的不断提高,选择一个基
于标准的、可扩展的、强健的,充分利用和保护原有关键业务,降低 ERP 实施风险,
提供开发效率的基础应用架构显得空前重要。

Abstract
Of all the world’s 500 strongest enterprises, 80% of which have adopted the
finance-centralized management, and in China, our government also pays great attention
to it and asks for the implementation and promotion of this work. China Mobile
pany implements this strategy in all provinces, autonomous regions
and municipalities, and builds a reimbursement platform, the bank-enterprise revenue
audit, and other ancillary support systems. And the reimbursement platform is a core of
the finance centralized construction.
The reimbursement platform is based on the UAP-NC and in order to meet current
technology changes, it adopts a series of advanced technology. Firstly, the application of
the EJB in the reimbursement platform is based on a Java ponent architecture
technology, and the usage of the EJB can speed up to develop the application of the
enterprise-level ponents. Secondly, the reimbursement platform applies the
SOA of UAP – NC. ESA as the center, SOA is a consumer and service provider to connect
service by message sending and the application of the SOA can shorten
