随着中国高等教育政策的调整,社会经济的发展和高校大规模的扩招,中国高校的内外部环境发生了巨大变化,影响学校安全的不稳定因素增多,校园的治安情况也变得更加复杂。近年来,高校的突发事件呈现多样化和频繁化,不仅严重破坏了学生正常的学习和生活秩序,而且影响到高校和谐环境的营造。高校突发事件已成为社会各界关注的焦点。
本文在大量阅读高校突发事件的相关理论文献的基础上,通过问卷法和访谈法,了解当地高校突发事件的现状,进而阐述了高校突发事件的概念、类型及特点,在此基础上分析了高校突发事件存在的问题及诱发原因,最后提出了完善高校突发事件应急管理的对策。

Abstract
With China's higher education policy adjustment,the development of social economy and University of large-scale enrollment , universities of China internal and external environment has changed enormously , influence school safety factors of instability increase , campus security situation has e plicated . In recent years, college contingency of diversification and frequent, not only seriously damaged students normal study and life, and influence on the order of the construction of the harmonious college environment. College incident has e the focus of attention of the society.
Based on a lot of reading university incidents related theory of literature review, through the questionnaire and interviews, understand local university emergency situation, and then elaborates the concept of the college emergencies, types and characteristics, based on in-depth analysis of the university emergency problems and induce reasons, at last proposes the perfect college the emergency management countermeasures.

引言
近年来,大学校园的突发事件已日益多样化和频繁化,如学生自杀、校园暴力、恐怖事件、食物中毒、传染性疾病等突发事件屡屡发生,已经严重地影响了高校的正常的秩序,严重威胁了校园生活的和谐与宁静。高校应急管理能力亟待提高,解决校园突发事件已刻不容缓。
党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》第一次把“积极预防和妥善处置群体性事件”写进党的重要文献,表明了党对群体性突发事件的高度重视。
