摘要
在中央加大力度建设保障性住房大规模的背景下,保障性住房成为地方政府
政绩考核的指标,一些地方一定程度上存在忽略商品住房的建设管理而只重视保
障性住房的建设管理,或者即使重视,但却不清楚当前商品住房建设管理的主要
着力点,不能合理的区别商品住房与保障性住房建设管理的差别,存在着一些管
理不当的问题。本文以重庆市为例,探讨政府在商品住房的建设管理中应该如何
有所为,有所不为。选题一方面能够丰富政府对于住房建设管理的相关研究,另
一方面也有利于指导政府对商品住房建设活动的管理,保证商品住房市场发展的
健康稳定。
本论文在对商品住房、建设管理等基本概念界定和对市场失灵、政府管制等
相关理论研究的基础上,分析了各类住房所具有的商品或保障属性,认为商品住
房主要表现为商品属性,但对于普通商品住房来说,它还兼具一定的保障属性;
研究了政府在商品住房建设中仍然应该发挥维护市场秩序、增进社会公平、稳定
宏观经济、维护人民安全、提供公共产品以及保护环境资源等六大政府职能。并
结合不同商品住房的属性以及政府在商品住房建设管理中的职能,对重庆市商品
住房建设管理的现状进行分析研究,发现了重庆市政府在商品住房建设管理中存
在着建设分类管理不到位、节能环保推进不力、房地产信息披露制度不完善、行
政审批流程繁琐等问题,进而提出了相关的政策建议。

ABSTRACT
In the context of the central government has an increased effort on building
affordable housing, affordable housing has e the performance evaluation
indicators of local government. To a certain extent, some local governments only pay
attention to the construction management of affordable housing while ignore
commercial housing’s construction management. Or even pay attention, but it is not
