“第三条道路”与“第二代福利”——吉登斯的社会福利思想
与布莱尔的社会福利改革

摘要
吉登斯面对传统福利国家的困境,提出了“第三条道路”的改革方向,试图超
越左与右的福利国家模式,布莱尔政府以“第二代福利”的理念为指导,继承和发
展了“第三条道路”的福利思想,在社会福利领域进行了大胆的改革和尝试,取得
了丰收的成果,也有些不尽如人意之处,我们可以从中发现理论和实践之间的差距,
同时也可为我国的社会保障建设提供借鉴价值。本文主要内容分以下分四个部分:
第一部分为导论。首先,提出问题,指出本研究的价值与意义,说明文章的创
新点在于比较了吉登斯”第三条道路”的社会福利思想和布莱尔“第二代福利”理
论两者的区别,另外还尝试探讨“第二代福利”理论下实践的实际情况,找出理论
和实践之间的差距。然后,回顾了国内外在此领域的研究现状,并对一些重要的概
念做了界定,介绍了本文的研究的重点和难点以及相关的研究方法和研究思路。
第二部分主要介绍了吉登斯“第三条道路”的社会福利思想和布莱尔的“第二
代福利”理论,并讨论了布莱尔的“第二代福利”观是如何继承了吉登斯“第三条
道路”的福利思想,以及表明“第二代福利”观在哪些方面是对“第三条道路”福
利思想的发展和超越。
第三部分首先阐述了布莱尔政府 10 年间在就业、教育、医疗保健和养老保障
等领域具体的社会福利改革措施,并对其作了简要评价。从总体上看,福利改革取
得了丰硕的成果,但也有一些不足。同时,改革的指导理念和改革实践在一些具体
领域也存在差距。
第四部分是本文的研究结论、思考启示和研究存在的不足,并期望此研究对中
国的社会保障建设有所贡献。

Abstract
When facing the plight of the traditional welfare state, Giddens tried to advance
“the Third Way” reform direction to beyond the welfare state model, the Blair
government put " the Second-generation Welfare " concept as a guide, inherited and
developed the welfare thinking of " the third way ", made a bold attempt in the field of
social welfare reform and the good results were achieved. But some of the less than
satisfactory can be founded; we can found that the gap between practice from this
research and at the same time some reference can also be obtained for our country's
social welfare. The following main contents of this article are divided into four parts:
The first part is the Introduction. First of all, I brought forward question, pointed out
