摘要

随着我国社会经济环境发生的变化,就业领域出现了一种新的就业形式:灵
活就业。它的产生和发展有其必然性。灵活就业在创造就业机会、促进经济发展
和社会稳定等方面都发挥了巨大的作用,并日益成为政府、社会公众和学术界普
遍关注的热点问题,在灵活就业的定义、特点、分类和作用等方面都取得了相应
的研究成果,并在一定程度上对其发展过程中存在的问题给予了相应的讨论和研
究,尤其是灵活就业人员社会保险问题成为巫待研究和解决的现实问题,是保护
劳动者权益、缓解就业压力和维护社会稳定的当务之急。建立在传统就业机制基
础上的现行社会保障制度难以适应灵活就业人员的需要,成为阻碍灵活就业进一
步发展的主要原因。社会保险必须要在思路、制度及管理上作出重大调整。
本文通过对我国灵活就业人员的社会保障现状分析,提出对于灵活就业人员
社会保障的研究应该集中于社会保险制度的研究,并主要分析了现行社会保险制
度以及其面临的问题,使用了一些既有的数据进行量化分析的支持,进而提出了
完善我国灵活就业人员参加社会保险的综合政策选择,以此希望能为灵活就业人
员社会保险问题找到解决的办法。这样不仅有利于促进就业,也有利于缓解我国
社会保险基金面临的危机,使我国社会保障体系在覆盖范围、制度设计和管理服
务等方面日趋完善。

Abstract

Along with changing of our social economy environment, a new employment
form appeared in the field: flexible employment. Its creation and development have
whose certainty. And flexible employment has brought the great effect into the field of
creating jobs, promoting economic growth and social stability and so on. It has
e the hot spot problem that the government , the public and academic circles
show great interest on, having got corresponding research result in the respect of
flexible employment definition, characteristics, classification and effects etc., and has
given corresponding discussion and studies on the problems which exists in the
process. Especially the social insurance problem for flexible employees has sure
e the problem waiting for the real studying and solving. It is a task of top
priority that protecting the rights and interests of laborers, relieving employment
pressure and safeguarding social stability. The social security system which was built
on the basis of traditional employment background can no longer adapt to the current
problem, and this has e the main cause hindering flexible employment from
developing further. Social insurance must be going in the adjustment
