内容摘要在影响民族地区发展进程的两大因素——文化与经济的互动中,经济并不是万能的“灵丹妙药”。现实情况表明,少数民族地区民族文化、宗教信仰、风俗习惯等因素对民族生产、生活的影响非常大,并在很大程度上支配着人们的行为。甘南藏族自治州是一个典型的以农牧业为主的欠发达少数民族地区。改革开放以来,甘南州经济取得了很大发展,但与甘肃省和全相比还存在很大差距,地区经济的发展与少数民族自身的发展变革之间也存有一定落差。这一方面是由于甘南州自然地理环境差、经济基础薄弱等客观因素制约,但另一方面也不能忽视甘南州独特的文化传统、价值观念等因素的影响。受自然环境、历史发展阶段、民族文化传统等因素影响,甘南州经济发展具有一定的特殊性。意识形态、文化传统、风俗习惯等非正式制度在很大程度上影响着农牧民群众的生产、生活。鉴于此,本文从非正式制度的视角探讨甘南州的经济发展,力图突出民族地区经济发展的特殊性,在民族性因素和经济因素的结合分析及关注少数民族主体性的发挥上做出努力。论文结合新制度经济学的相关3>理论,分析了甘南州非正式制度的特征及其对农牧民经济行为的影响。分析认为,甘南州封闭保守的意识、传统观念、宗教习俗等非正式制度在很大程度上影响着甘南州农牧民群众的生产、生活。受其影响,农牧民经济行为非经济理性特征明显,这在很大程度上与发展现代市场经济的要求不相协调,从而制约着地区经济活动的开展和经济效率的实现。由此,文章提出了诱导非正式制度变迁,促进甘南州经济发展的相关政策建议。关键词: 甘南州;非正式制度;非正式制度变迁;经济发展 II
Abstract The interaction of the two major factors - culture and economy are important to the development of national areas. But the economy is not a ;panacea;, others are also important. Actually, the culture, religion, customs and so on in national areas have a great impact on national production and living. Further more, these dominate people's behavior largely. Gannan Tibetan Autonomous Prefecture is a typical underdeveloped minority area with agriculture as the main economic basis. Since reform and opening up, Gannan state has made a great economic development. pared with the average level of the development of Gansu Province or the whole country, there is still a very big disparity. And there are also a big gap between the regional economic development and the development of the minorities themselves.
