摘要
随着电力市场改革工作的不断推进,发电市场竞争局面已基本形成,发电企业
间竞争日益激烈,经营风险逐渐加大。华电河北公司作为一家区域发电公司,由于
成立时间较短,存在资产规模小、竞争实力弱、资产结构不合理等问题。公司在经
营管理过程中,既要面对煤炭价格持续上涨、环保要求日趋严格所带来的外部压力,
又要解决资源利用效率不高、管理水平有待进一步提高的内在需求,同时还需积极
把握国家经济持续增长、能源结构不断调整带来的发展机遇,所以公司迫切需要加
强对发展战略的研究以适应内、外部环境所发生的重大变化。
本文结合发电企业自身特点,运用战略研究的一般方法,首先对华电河北公司
所具有的优势、劣势和面临的机会和威胁进行了全面的分析,并利用波特五力模型
明确了公司所处的市场地位。其次,按照公司发展战略使命和战略制定原则,建立
SWOT 分析矩阵提出了发展战略的备选方案,并利用定量战略计划矩阵(QSPM)
制定了具体的发展战略,确定了公司的总体发展目标和阶段目标。最后,通过整合
公司现有资源提出了可操作的战略实施步骤和保障措施。本文的研究为华电河北公
司实现可持续发展提供了战略方向,提升了企业核心竞争能力,完善和丰富了区域
发电企业发展战略的研究领域。

Abstract
With the advancement of the electric power market, petition among the
electrical generation enterprises es more and more fierce and the operating risk
es bigger than ever before. As a pany with a short history, Huadian
Group Hebei Corporation has many problems, such as sufficient asset, petitive
strength and unreasonable structure of the assets. In the process of running pany,
we have to face not only the external pressure caused by the increasing price of the coal
and the gradually strict environmental protection request but also the internal demands
for higher utilization ratio and management level. Besides, we also need to face the
challenge caused by the increasing economic growth and the energy source structure.
Therefore, pany needs to strength the research for development strategy so that
we can adjust to both the external and internal environmental changes.
According to the features of electrical generation enterprise, firstly, this paper
analyzes the advantages and disadvantages of Huadian Group Hebei Corporation and the
opportunities and threats it faces. It also uses the Michael Porter's Five Forces Model,
definitizing the market position pany lies in. Secondly, according to the
developing mission and the strategic principle,
