文档介绍：摘要摘要加快农村土地流转是转变农村经济发展方式、提高农村土地经营效益、促进农民增收的有效途径。目前,农村土地流转逐年增加,有力推动了农村经济社会发展。但是,客观而言,我国农村土地流转速度仍然较慢,总量也很小,成为制约我国经济发展的瓶颈之一。改革开放以来,随着城市化的快速推进和经济的迅速发展,大量农村劳动力从农村流出,给现形家庭联产承包体制下的农村土地资源的配置提出了新的挑战。农村土地的自由流转,有助缓解土地制约农村发展的矛盾,推进一致化农地的边际产出,优化配置农村土地资源。在我国多个发达省份积极开展了农村土地流转的尝试,均取得了较好效果。笔者认为,对于兴国县而言,加快农村土地必将更好地解决好当前日益突出的农业、农村、农民及农民工问题,为推进农村的持续健康快速发展增添新的活力。近年来,兴国县农村土地流转的形式和规模快速发展,出现了很多新情况,对这种实践问题的理论研究,极具现实意义和理论参考价值。本论文参考了国外相关的地租理论、规模经营理论,在研究国内现实情况和国外相关经验的基础上,展开了对兴国县农村土地流转因素和机理的理论分析,并且通过实地调研,发放调查表格,建立数学模型分析调研数据,查找问题,深入剖析产生问题的原因,从而确立了促进兴国县农地流转的政策目标,本文最后提出了兴国县农村土地流转的政策建议。形成兴国县农村土地流转的因素有其特殊性,既有政策与法律、公平与效率等宏观影响因素,也有农村土地流转的供求关系、劳动力的比较价格、土地流转收益及土地规模经营的预期收益等。当前,社会化服务体系不健全,经济发展水平落后等是制约兴国县农村土地流转的主要因素。通过完善法律法规,规范土地流转行为,保持农民的土地权益,鼓励创新土地流转形式,健全农村土地流转风险防范机制等,积极创造农村土地流转的有N;'I-部条件,应该可以改善兴国土地流转的现状。关键词:土地流转;农村土地;规模经营;土地产权理论 ABSTRACT In our country thebasisofeconomy isagriculture,and theland isthe baseelement of agriculture,it is vector oftheagricultureproduction,and themostbasicliving guarantee for now time,thespeed of ruralland circulation idstill slowand theamount is ruralland circulationhas e thebottleneck ofeconomic development· Since theChinese Economic Reform,with the ruralubanization andeconomy development,a lotoflabourforceflowing tocitys,bringpresure tothevalidity ofland land’S freecirculating willhelp to solve land distribution problem,make themarginal output among peasants consistency,optimise ruralland and other developed province,a lotofattempt ofreform hasachievegood results· For theXingguo County region through ruralland circulation can be better address rural, agriculture,migrant workers recent years,theCounty rurallandpurchase inthe formand scalehasdeveloped rapidly,there havebeenmany new situationsand toresearch theproblem hasgreat practical significance andtheoreticalreference value.
