文档介绍：摘要随着现代经济的高速发展,水资源作为生产、生活以及环境建设最基本的物质条件之一,其重要性是不言而喻的。为此,国家通过出台相应的法律法规,加强水资源保护,特别是大河流域的生态保护。自古以来,长江流域对于中华文化的起源及发展具有非常重要的意义,长江流域水资源更是在社会经济发展过程中献力不少。长江流域水资源保护不仅是长江流域环境保护的重要内容,更是长江流域社会经济可持续发展的基本保障。加强长江流域水资源保护相关法制建设, 切实保护好长江流域水资源,对长江流域乃至对整个国家的经济建设和环境保护意义重大,影响深远。就现阶段而言,长江流域水资源保护体系仍然存在明显不足。究其原因,大致有六:一是多头管理机构设置;二是法律法规尚不健全;三是行政执法缺乏监督;四是水权制度有待完善;五是生态补偿制度欠缺;六是盲目发展水电项目。在国家强调“依法治水”的大背景下,正是长江流域生态保护相关法制建设的滞后,导致了长江流域水资源保护存在的种种问题。从生态保护立法的角度建立合理而有效的长江流域水资源保护体系,促进长江流域水资源保护的可持续发展, 已经成为长江流域水资源保护过程中一个值得高度关注的问题。结合长江流域水资源保护所面临的新形势、新任务,构建长江流域水资源保护完整的立法体系应围绕如下几个方面进行:一是坚持长江流域水资源保护的基本原则:二是构建长江流域水资源保护地方法规体系;三是建立健全长江流域水资源保护机制:四是完善长江流域水权制度体系;五是加强长江流域水资源行政执法。关键词:长江流域;水资源保护;法制建设 ABSTRACT With therapid development ofmodem economy,the water resource as production,life andenvironment construction isthemost basic one ofthematerial conditions,itsimportance isself-,the statethrough theintroduction ofthecorresponding lawsandregulations,and increaseofwater resources protection.
