科技企业孵化器孵化绩效研究——政策分析视角

摘要
科技企业孵化器作为培育科技型中小企业及企业家、促进科技成果转化的新型经济组
织,是国家创新体系的重要组成部分。二十多年的发展经验表明:科技企业孵化器的优惠
政策对创业企业成长起着重要的支持作用,也是创业企业选择进入孵化器的主要原因之
一。在当今建设创新型国家、推进自主创新、鼓励创新创业的背景下,探讨科技企业孵化
器优惠政策绩效及其影响因素,进而研究优惠政策优化的措施,对于提高我国科技企业孵
化器的孵化绩效有着重要的理论及现实意义。
本文首先对公共政策以及科技企业孵化器的优惠政策进行了分析,在探讨影响科技企
业孵化器孵化绩效的内外部因素基础上,构建了评价科技企业孵化器孵化绩效的指标体
系,并对科技企业孵化器优惠政策进行了量化研究;接着以国家级科技企业孵化器为样本,
运用主成分分析、因子分析以及时间序列分析的方法,建立了孵化绩效模型,对我国科技
企业孵化器的孵化绩效进行了实证分析。研究结果显示:可以归纳出的五类优惠政策对科
技企业孵化器的孵化绩效均具影响;其中, 财政政策的影响最大,科技成果转化政策和投
融资政策的影响较小,而房租场地政策影响逐渐减弱。据此,提出了提升我国科技企业孵
化器孵化绩效的优惠政策调整建议,以期为科技企业孵化器的持续发展提供参考。

Abstract
As a new type of anization, technology business incubator is an important
component of the national innovation system, which can foster technological small-medium
enterprises and entrepreneurs, and promote transformation of scientific and technological
achievements. As more than Twenty years of incubators development experience showed,
Technology business incubator’s preferential policy has played an important support role on
entrepreneurial enterprises’ growth, and is one of the main reasons which entrepreneurial
enterprises chose to enter them. In today's background of building innovative country,
promoting the independent innovation, and encoring innovation and venture, further studying
policy’s optimization measures after exploring technology incubator’s preferential policy
performance and its influencing factor, has an important theoretical and realistic significance in
enhancing hatch capability of incubators for China.
