摘要
财政支出作为政府宏观调控的一种重要手段,能够对经济增长和社会公平能够
产生显著影响。在当前我稳增长又要不断促进社会公
平的形势下,研究财政支出结构是否合理以及各项财政支出对经济增长和社会公平
的具体影响十分必要。
本文以财政支出结构为对象,通过理论和实证两个方面深入研究我之间的关系。从理论上分析了财政支出从供给因素、结
构因素和制度因素三个方面对于经济增长的影响途径以及其对于社会公平的直接调
控和间接调节作用。之后本文建立模型,实证研究了财政按照功能性质分类的各项
支出对经济增长和社会公平的具体作用及影响机制。
本文研究发现:经济建设支出在长期可以有效促进经济增长,而且在长期可以
适当改善社会公平状况;社会文教支出在长期促进经济增长的作用甚至大于经济建
设支出,但长期却加大了城市和农村收入差距而不利于社会公平的改善;国防支出
也在一定程度上促进经济增长,而且可以改善社会公平状况;行政管理费用在不利
于经济增长,在当期也不利于社会公平的改善,但是长期来看似乎有利于社会公平
的改善;其他支出对于经济增长的作用甚小,由于支出方式偏重于城市而忽视农村,
因此也不利于改善城市和农村收入差距进而改善社会公平状况。
基于本文实证研究结果,论文最后给出了优化我国财政支出结构的具体建议。

Abstract
Fiscal expenditure is an important mean that government uses to Macro-control; it
can bring significant impact on economic growth and social equity. Under such
circumstances that our country should keep economic grow smoothly on the one side and
promote social equity on the other side, it is extraordinary necessary to research the
relation between the structure of government fiscal expenditure and economic growth and
also social equity.
This es to study in-depth that the relation between the government fiscal
expenditure structure and economic growth and also social equity from two sites- the
theoretical and empirical study. In theoretical model we analysis the impact of government
fiscal expenditure to economic growth from three sides: supply factor, structural factor and
institutional factor. We also analysis how fiscal expenditure structure influence social
equity from the direct and indirect sites. Then the article researches the specific impact of
each expenditure to growth and equity through empirical model.
The empirical study indicates: Economic construction expenditure can promote
economic growth from long-term period, at the same time can improve the social equity
