文档介绍：内容摘要本项研究从农业现代化进程理论出发,推论出农业现代化的阶段性和层次性,指出目前我国沿海发达地区正处在第一次农业现代化和第二次农业现代化的交替阶段,沿海发达地区应加强二次农业现代化建设。沿海发达地区与中西部欠发达地区相比,具有自然资源、高度的工业化程度、雄厚的经济实力、先进的生产技术条件、高收入的消费群体和综合能力较强的农业产业链等六大优势,这些优势为沿海发达地区实现农业现代化提供了资源、物质、技术、市场和资金基础。从农业现代化进程速度来看,地区经济增长与农业现代化进程之间具有相互促进、互相依存的关系。根据之间的关系水平,对我进行了科学评估,结果表明,我国沿海发达地区农业现代化进程踞显滞后于经济发展水平,其主要原因表现在5个方面:1)耕地资源严重短缺,人地矛盾突出;2)农业比较利益低,农业发展后劲不足;3)农村人力资本缺乏,提升农业科技含量困难;4)投资效益欠佳,农业资金匮乏;5)区域内部发展不平衡,制约整体发展水平。研究报告提出了7项政策建议和措施,以期望加速沿海发达地区农业现代化进程。关键词:沿海发达地区,农业现代化ABSTRACTBased on the theories of agricultural modernization process,thestuay infers the phases and administrative levels of agricultu。8lmodemization and point out that at present the agricultural modernizationof the developed coastal regions are in the alternative phases between thefirst and second agricultural modernization and in these area the secondone is mo肾e coastal regions have some advantages in thenatural resource,industrialization,economic s订ength,produce technique,higher level of consumption and the chain of agr- theseadvanta霉哆s there are the basics of resource,substance,technique,marketand capital for the agricultural the view ofagricultural modernization process speed,the relationship bet、Ⅳeeneconomic growth and agricultural modernization process is what a。eimproved and depend on each other,According to the relationship in evaluated scientifically the agricultural modernization levels results show that the agricultural modernization process in thedeveloped coastal regions is slower than its economic five reasons including:1)the plantation is badly shortage and theantinomy between people and e into prominence;2)pareadvantage in agriculture is lower and the power of agriculturaldevelopment is weak;3)the absence ofhuman capital in rural induce thedifficulty of improving agricultural products;4)investing benefit is notenough and make agricultural capital lack;5)the internal aread
