摘要我国经济开发区经过20多年的发展,已经成为吸引外资的前沿阵地,有力地促进了我国改革开放的步伐,在对外开放、改革实验、提高科技水平、促进区域经济结构和产业结构调整等方面,起到了窗口、辐射、示范和带动作用,为我国经济的快速健康发展起到了重要的推动作用。但是,我国开发区的建设和发展还任重道远,目前在规划布局、集约开发、产业结构、投资环境、管理体制、服务体系等方面,还存在着许多亟待研究和解决的问题。“十一五”时期,国内外经济形势正发生变化,国家经济社会发展进入了一个新阶段,发展迎来了重要战略机遇期,开发区发展也步入了经济社会发展转型期,面临着新的机遇和挑战。如何把我国的开发区建设成为促进地区经济发展和对外开放的结合体,成为促进经济结构调整和区域经济发展的重要支撑点,成为推进所在地区城市化和新型工业化进程的重要力量,就摆在了我们面前。论文回顾了国内外开发区的发展历程、类型5>及功能,总结了国内外学者关于开发区建设和发展的论述以及有关吸引外资的研究成果。阐述了我国开发区在促进经济和社会发展各方面所起到的重要作用,剖析了我国开发区在发展过程中存在的问题,例如区域之间发展不平衡,土地集约利用形势严峻,产业结构趋同,集聚水平较低,管理体制落后等。文中以天津经济技术开发区为例,从开发区的外部因素着手,对开发区所在城市的因素与开发区利用外商投资之间的相关性进行了分析,得出这些因素与开发区吸收利用外商投资具有极强的相关性,据此设计了一个影响因素指标体系,选取具有代表性的24个国家级经济开发区,运用主成分分析6>方法得出各自所在城市的综合得分。研究结果表明,中西部地区开发区的综合评价值普遍低于东部地区,特别是开发区所在城市的各项因素方面中西部地区与东部地区仍有很大差距。论文最后部分根据实证分析结果提出加快开发区发展以及提升其吸引外资能力的对策和建议。关键词:经济开发区;外商投资;主成分分析 I
Abstract Economic development zones of our country have been on the frontline of attracting FDI through more than 20 years development, promoted the pace of the reform and open policy effectively, played a window, radiation, model and leading role in the opening up, reform and trial, improving science and technology, promoting the adjustment of regional economic structure and industrial structure and other aspects, given an enormous impetus to the sustained, rapid and sound development of the economy of China. However, it??s still have a long way ahead for the construction and development of our country??s economic development zones. Many problems urgently awaits to study and solve, such as, allocation plan, intensive development, industrial structure, investment environment, system of management,service system and so on still exists.
