基于产业集群的城镇化—东部地区经验及对广西的启示

论文摘要
区域经济系统运行的内在机理表现为区域产业组织、产业结构的演变以及城乡空间结
构的转型。城镇化过程就是二、三产业向城镇动态集聚的过程,这种集聚表现为生产要素
的定向流动和产业结构的高度化演进。城镇化在我国经济发展中具有重要意义,它是加快
落后地区产业聚集和城乡转型的重要途径。作为典型的西部欠发达地区,广西城镇化的发
展在消除城乡二元结构、推动区域发展等发面发挥着极其关键的作用。广西区制约城镇化
发展的主要因素是产业基础薄弱、产业聚集效应滞后。通过对东部发达地区城镇化成功模
式的分析,结合广西城镇及产业发展状况研究,作者认为产业集群是促进广西经济增长和
加速城镇化进程的有效组织形式。产业集群是城镇化进程中要素的空间集聚,劳动力的转
移和人口的集聚的载体,通过产业集群的成长和发展,为城镇化水平的提高提供了产业支
撑。长期以来,我国学者将关注视角主要集中在东部地区,相比之下,学术界对广西等西
部民族地区具有鲜明地域特色和比较优势的产业集群对城镇化的推动关系尚未引起足够
重视。因此,本文通过分析产业集群的城镇化效应,借鉴东部发达地区的成功经验,结合
广西特色优势产业发展的实际情况,提出促进广西经济发展的基于产业集群的城镇化的政
策建议和措施。
本文采用了理论研究和实际论证相结合的方法,首先,对于涉及到的基本理论进行了
简要梳理,介绍了国内外城镇化的相关理论和产业集群的相关研究,着重论述了产业集群
对城镇发展的推动作用;其次,分析我国东部地区成功城镇化模式,分别总结浙江模式、
苏南模式和珠三角模式的特征,以及产业集群在城镇化发展过程中的推动作用;再次,研
究广西城镇发展的现状,分析广西城镇化的发展现状和存在问题,以及广西城镇化滞后的
原因;同时分析广西产业发展现状,包括广西的优势产业,产业集群的发展现状,以荔浦
的小企业集群、柳州的汽车产业集群和梧州的人造宝石产业集群进行实证分析和广西产业
集群在城镇化过程中的效应分析。最后,总结东部地区城镇化模式的成功经验对广西城镇
化发展的启示,结合广西的实际情况,提出构建具有广西特色的基于产业集群的城镇化政
策措施。

Abstract
The mechanism of regional economy is reflected on evolutions that are the
anization, industrial structure and the space structure. The
process of urbanization is the process that the agglomeration of the second and
third industry for the city. This agglomeration is directional mobility of the
production factors and the highly evolution of industrial structure.
Urbanization takes on a very important role in economic development of China;
it is the important resolutions to accelerate the development of undeveloped area.
Urbanization plays a key role in clearing duality structures in urban and rural
areas and promoting regions to development in Guangxi region. The main restricted
factor of the development of urbanization in Guangxi region is the poor foundations
