摘要
国有经济普遍存在于世界各国之中,它不是哪一种社会经济形态或社会经
济制度的特有产物,而是依照各而产生和发展起来
的,是经济发展的一种结果,在世界范围是普遍存在的经济现象。
就我国来说,充分认识国有经济在发展社会主义市场经济的作用,以及随
着国有经济的理论发展深化和实践的经验的丰富,创造性地提出了国有经济控
制力的概念,使国有经济的发展方向豁然开阔,充分认识国有经济在当前经济
形势下的控制力,对于我们更加有效地发展国有经济,并运用国有经济增强和
实施国有经济对国民经济的调控能力,有着极其重要的指导意义。
全文共分七部分。第一部分叙述了选题的背景和意义,以及对国内外学者
关于国有经济控制力的研究成果述评。第二部分阐述了对国有经济控制力的认
识。包括国有经济控制力概念、基本内涵及其目标等。第三部分阐述了国有经
济控制力的实现,是通过市场经济活动实现的。第四部分阐述了国有经济控制
力的结构,将控制力的结构分为五个层次。第五部分阐述了国有经济控制力的
评价标准。为衡量国有经济控制力的质量提出了依据。第六部分论述了社会主
义国有经济控制力当前的状况及面临的问题。分析了国有经济取得的成果和做
出的贡献以及一些急需研究和解决的问题。第七部分论述了社会主义国有经济
控制力的提高途径。针对我国当前的实际情况,提出了增强国有经济控制力的
途径。

Abstract
State-owned economy which exists each country in the world, is not a special product of
economic formation or system in a given society, but is given rise and developed according to the
direction and level of economic development in the world. Therefore, it is a universal economic
phenomenon.
It is very important for our country to fully realize the role of state-owned economy in the
development of socialist market economy, and to originally put forward the conception of control
over state-owned economy so as to widen the development direction of state-owned economy, with
the economic theory developing and practical experience enriching. However, it has a more
significant guiding meaning for our country to fully realize the control over state-owned economy
under the current economic situation, so that state-owned economy can be developed effectively,
and the regulatory capacity of state-owned economy to national economy can be carried out and
strengthened.
This paper can be divided into seven sections.
The first part first expounds the background and meaning of this topic to be chosen, and some
research results in control over state-owned economy from scholars home and abroad. Then the
