摘要�
休闲产业集群的发展引起了世界上许多国家和地区的关注。集群内企业具
有更强的竞争力,通过规模经济、创新、资源整合等增强了集群所在区域的核
心竞争力,从而有助于区域经济的发展。因此,通过培育休闲产业集群来发展
地方特色产业、提高区域竞争优势应成为区域经济发展的一条重要路径。而另
一方面,休闲产业集群的发展己经成为公共政策发挥作用的一个新领域,基于
休闲产业集群导向的公共政策有利于确保集群优势和避免其劣势。�
休闲产业集群是覆盖面非常广泛的行业,发展前景非常广阔。但与休闲产
业集群快速发展不相协调的是目前对休闲产业集群理论上的探讨还处在比较初
级阶段,还没有形成系统完整的基础理论体系。本文试图地对休闲产业集群进
行了划定,对休闲产业集群的概念和分类进行了探索性地总结,探求休闲产业
集群的内在运行机制:休闲产业集群促进区域经济发展是基于行为主体和外围
体系的内在机制展开的。在此基础上,本文提出了休闲产业集群促进区域经济
发展的理论模型,以求能为休闲产业集群的基础理论研究做出一定有益的贡献,
更好地指导休闲产业集群实践。�
休闲产业集群作为一种综合性很强的产业群,对加快区域经济结构调整和
经济增长方式转变,促进资源节约型和环境友好型社会的建立具有重要战略意
义。现实来看,发展休闲产业集群早已成为一些地区促进区域经济发展的全新
模式。本文对山西省休闲产业集群进行了实证研究,提出了政策建议,试图为
山西省休闲产业集群的开展和升级提供基本思路。�

Abstract
The development of Leisure industrial clusters has given rise to many countries and regions in
the world. panies the industrial clusters are petitive, which is strengthened with
the help of economics of scale, innovation and resource integration for the purpose of helping the
development of regional economy. Thus the way to develop the local special industry, increase
petitive advantages by developing of Leisure industrial clusters has e the most
important for the development of regional economy. On the other hand, the development of leisure
industrial clusters has e a new field since the public policies e into play, so the
leisure industrial clusters based public policies are very favorable in order to ensure their
advantages and prevent their disadvantages.
The leisure industrial clusters covers widely and has a very broad future but the incoordination
of the fast development of it is that the theory discussion on the leisure industrial clusters is still on
the initial stage and has not formed into plete basic theory system. This essay is trying to
give the definition of the leisure industrial clusters , summarize the concep
