中文提要

街道办事处作为区政府的派出机关,是党和政府管理城市的“一线指挥部”,其
作用发挥程度直接关系到城市建设水平。随着我国城市管理体制改革的逐步深入,
街道建设也进入了一个关键时期。理论研究工作者及处在街道工作第一线的管理工
作者对此都进行了广泛的探索,取得了一些理论和实践上的突破。北京作为“首善
之区”,探索出一条符合中国特色的城市街道管理路子,对于推动全国街道管理改革
具有普遍借鉴和指导意义。本文结合理论运用、实际调研和深入思考,以田村路街
道办事处为例,以建设和谐街道为目标,对街道管理的现状进行了剖析,对街道管
理的模式进行了探讨,对街道管理的改革提出了建议,希望能以此为北京乃至全国
城市街道管理模式的改革提供参考性建议。
本文共分为四个部分。第一部分为引言,重点介绍本文主题探索的意义以及国
内外研究动态;第二部分结合论文主题以田村路街道为解剖对象进行个案研究,对
街道现有管理模式进行了系统分析,试图概括出目前存于北京街道管理模式方面存
在的主要问题,并分析问题的成因;第三部分集中阐述国内街道管理的三种模式并
进行比较分析;第四部分是本文的重点,分别对北京市街道改革的目标及意义、街
道管理模式短期及中长期改革方案和北京市街道管理的模式进行了探究,并在此基
础上提出了相关的对策性建议。

Abstract
As the field agency of Sub-district Office is the Front-line Headquarter of
urban management of the party and the government. How it works directly relates to the
urban construction level With the gradual deepening of our reform of urban management
system,munities construction enters into a critical period at the same
theoretical researchers and management workers that work on frontline of street work used
to carry out extensive explorations,making some progress in theory and find
out an urban street management method with Chinese characteristics for Beijing the Model
District has general mirror and guidance significance in pushing national street
management theory learning,practical survey and in-depth thinking,this
essay takes Tiancun Road Sub-district Office as an example. Aiming at establishing
harmonious Sub-district Offices,it makes an analysis of the current situation of street
community management,carries out researches on the model of munity
management and puts forward suggestions on the reform of munity
management.
