论文提要

市场经济体制的确立和社会生活的繁荣,促进了公民社会意识的觉醒。随着公民
社会的日益发展,公民社会正对基层政权产生正反两方面影响。这既打破了计划经济
时代传统的全能政府控制基层社会管理格局,也对基层政权的公民社会管理工作提出
了新要求。面对体制转换、社会结构转型、公民社会发展所带来的巨大变化,基层政
权应该理性地、逐渐地从市场、社会生活领域缓慢地退出,给公民社会以更多的经济
及其它领域的自主权,以便建构一种政府与公民社会双向互动、政府管理与社会自治
协作共生、互为优化的新型基层治理结构,即实现基层政权与公民社会的良性互动,
共同治理好基层社会。然而,在我国基层社会建设的实践中,基层政权与公民社会之
间还未实现良性互动,影响了城乡基层社会的健康发展。对此,必须完善公民社会与
基层政权的关系、建立公民社会治理结构,这要求基层政权采取对策努力扩大公民社
会的积极影响,有效抑制公民社会的消极影响。
本文主要采用文献研究法和定性分析法相结合的研究方法,运用政治学、行政学、
社会学等学科的基本理论知识,利用所掌握的资料,结合中国特定的国情和制度背景,
对我国基层政权与公民社会的关系进行了系统且深入的研究。

ABSTRACT
The establishment of market economy and social life of prosperity,
promoted awareness of the awakening of civil society. With the increasing
development of civil society, civil society is to have both positive and
negative effects to the grassroots government. This not only break up
intensified "all government" administration mand economy, but also to
the grassroots government in the management regime of civil society put
forward a new job requirements. Encountering institutional transformation,
the structural transformation of society, civil society development in the great
changes , the grassroots government should be rationally and gradually from
the market, and social life slowly quit the field, to give civil society more
economic and other fields of their own the right to order the government to
build a two-way interaction with civil society, government in collaboration
with the social self-government symbiosis, each optimized for the new
grass-roots governance structure, that is, the grassroots government and
realize the positive interaction between civil society, mon good
grass-munity governance. However, our country at the grass-roots
