资源型城市经济转型研究——以山西省大同市为例

摘要
随着建国以来资源的大规模开采,一些资源型城市相继兴起。作为基础能源
和重要原材料的供应地,这些城市为国民经济做出了重大的贡献。但是经过高强
度的开发,资源型城市的资源已经逐渐枯竭,开采成本急剧上升,竞争力严重削
弱,社会问题加剧。主导产业的衰退已影响到这些城市的经济和社会发展,一些
资源型城市已经到了举步维艰的地步。因此,在科学发展观的指导下,根据资源
型城市经济发展的规模、特色,通过产业结构调整,优化产业链,选择适合自己
的产业转型路径,对实现资源型城市的可持续发展具有重要的意义。
论文首先从宏观上指出资源型城市普遍存在的问题并提出相应的转型措施,
由于经济转型的关键因素是产业结构调整,因而接下来通过国外资源型城市的典
型转型案例来针对三种产业模式进行分析和借鉴。论文最后进行大同市的个案分
析,通过分析大同市经济社会的特点和转型的必要性、有利条件及制约因素后,
针对资源型城市转型现状提出转型评价的必要性,从大同市资源、经济、社会、
环境四个子系统建立了经济转型评价指标体系,并采用灰色关联分析方法对大同
市转型进行实证分析。结果表明,大同市经济转型总体上有较大的进步,但仍然
面临着许多问题,论文针对这些问题提出了相应的战略对策。大同市要成功实现
经济转型,必须走可持续发展之路,从各方面提高城市发展能力,第一从产业转
型模式战略上实施产业链延伸模式和产业替代模式的综合发展;第二在环境发展
战略上最重要的是转变政府职能;第三在资源发展战略上,在重视自然资源的同
时,更要确立人文资源的观念;第四在区域发展战略上, 大同市应与区域的发展
紧密联系起来,加强与周边农村、周边工矿城市以及外围经济圈的联系。最后从
国家和地方层面对大同市转型提出了政策建议。

Since the founding of China, a large number of resource-based cities have
appeared with the rise large-scale development of resource .As the basis for the supply
of energy and important raw materials, these cities have made a significant contribution
to the national economy. But after the high-intensity development, the resources of the
resource-based cities have been depleted, the rising exploited cost has seriously
weakened petitiveness and social problems have e worse. Leading
industries of the recession has affected the economic and social development, a number
of resource-based cities has reached a difficult stage. Therefore, under the guidance of
scientific concept of development, according to the size and characteristics of the
economic development of resource-based cities, through adjusting industrial structure,
optimizing the industrial chain, choosing resource-based cities’ own path of industrial
transformation has an important significance for the sustainable development.
