我国西部地区招商引资中的政府职能定位研究

内容提要

当前,我国西部地区招商引资中还存在着政府职能定位不清的问题,造成招商
引资中政府职能“错位”、“缺位”、“越位”,阻碍了地区经济的发展。因此本文运
用文献分析法、比较分析法、案例分析法,以治理理论、政府再造理论与路径依赖
理论为理论基础,以政府职能一般理论为前提,首先提出了西部地区招商引资中政
府职能应该定位于培育市场职能、产业建设职能、投资服务职能、政务建设职能、
人才服务职能、法制建设职能、资源保护职能。
通过阐述当前西部地区招商引资中政府职能的“错位”、“缺位”、“越位”问题,
分析造成问题的主要原因是陈旧的观念、不合理的政绩考核标准以及传统体制的影
响。在对东部与西部地区招商引资中政府职能进行差异比较的基础上,提出东部地
区的先进经验以利于西部地区学习、借鉴。以内蒙古与青海省做为案例对招商引资
中政府职能进行实证分析,并在对论题做了充分分析的基础上,在最后一章尝试提
出了西部地区实现招商引资中政府职能准确定位的途径,即提出从理念更新与政府
职能内容调整两方面来实现政府职能准确定位的建议。

Abstract

At present, there is still a problem that positioning of government functions is
unclear in China's investment promotion in the western region, resulting in "dislocation,"
"Absent", "Offside" of government functions in investment promotion, hampered the
development of regional economy. Therefore, this article used the analysis of literature,
comparative analysis, case analysis, in order to governance theory, the Government
recycling theory, path dependence theory as the theoretical basis, to General theory of
government functions as a prerequisite. This article proposed that government functions
should be positioned to develop the market functions, the functions of construction
industry, investment service functions, the Chief-building functions, personnel service
functions, the legal system functions, the functions of resource protection in investment
promotion of the western region.
This article discusses the problem of "incorrect", "absence", "overrun" of government
functions in the investment promotion in the western region and analyze the main
reasons which is obsolete concepts, unreasonable standards for performance evaluation,
as well as the impact of the traditional system. The pares difference of
