中国欠发达城市老年公寓开发经营研究

摘要
人口老龄化是我国进入世纪以来将要面临的最为严峻的挑战。日趋严重
的人口老龄化会使我国的养老保障体系不堪重负,这不仅会带来一系列的社会
问题,还会降低经济活力,加重政府财政负担,影响我国经济水平的发展。老
年公寓不仅可以解决老年人的居住问题,提高老年人生活质量,还能在一定程
度上稳定房地产业的发展,有助于和谐社会的建立。然而在一些经济欠发达城
市,老年公寓的发展所欠缺的要素则要多过发达城市,如政府财力、政府关注
程度、政策支持力度,民间流动资金活跃性、市民思想理念的开放程度等。因
此,对于欠发达城市的养老问题,不得不因地制宜的采取一定措施来解决老年
人的养老和居住问题。
本论文主要采取推理法,通过收集丰富而权威的相关资料及文献数据,对
欠发达城市的老年公寓的开发和经营现状做出评价并提出创新模式。开发的创
新主要是通过产品创新、引入融资模式并配合对成本和风险的管控方式来
找到更适宜欠发达城市的老年公寓开发模式;经营模式上的创新点在住房产权
置换模式上,本文在论证了住房产权置换模式的益处的同时还做出了风险分析
和可行性研究,并认为此模式较为适合被欠发达城市老年人所采用。最后以太
原市的老年公寓为案例进行了实证研究,同时还提出了一些政策建议,以便于
各地方政府结合自身发展情况,能够因地制宜的解决老年公寓问题,充实和完
善我国的养老保障体系。

Abstract
Aging of the population will face the most serious challenges in our country into the 21st
century. Increasingly serious problem of population aging in China's old-age security system will be
overwhelmed, it will not only bring a range of social problems, but also reduce the economic
vitality, increase the government's financial burden, affecting the level of China's economic
development. Old apartments not only solve their housing problem to improve the life quality of
older persons, but also to a certain extent, stability and development of the real estate industry and
give a hand to build a harmonious society. However, in some less economically developed cities,
the development of apartments for the elderly will have to more than the lack of the elements
developed cities, such as financial resources, government concerned and policy support and so on.
Thus, for the less developed cities of the pension problem, according to local conditions of the local
government had to take certain measures to solve their pension and housing problems.
