内蒙古自治区城镇住房保障问题研究

摘要

居住权是人类生存的最基本权利,根据马斯洛的需求层次论,吃、住、穿
一起构成了人类最低层次的需求,即生存需求。改革开放以来,我国经济持续
稳定快速的增长,我国城镇居民的居住状况得到了明显的改善,居住水平不断
提高。但在社会中仍然存在相当数量的城镇家庭面临着无房、危房、拥挤、共
用等居住问题,如果住的问题得不到解决,其他的需要如安全、自尊、自我实
现等高层次的需求就无从谈起,那么社会进步、经济发展、社会稳定更是成为
空谈。
本文将住房保障的研究对象集中于内蒙古自治区范围内的城镇居民。通过
对城镇居民的收入构成、居住现状与特征,分析内蒙古地区住房公积金、廉租
房制度存在的不足,并提出政策性建议完善内蒙古自治区住房保障的社会支
持,实现社会融合。本文回顾了我国内蒙古住房保障制度的发展历程,指出多
种因素对于内蒙古自治区城镇居民居住权益造成的现实影响。并提出几点措施
建议。
本文分析了内蒙古自治区城镇保障性住房的建设发展现状,针对目前存在
的问题,提出了住房公积金、廉租房、协作住房取代经济适用房等建议。最后,
对内蒙古自治区城镇居民住房保障的发展做出了展望。

Abstract
Habitatio is human’s essential demand , In termsof Maslow’s Theory of Metamoti Vation ,food,
shelter and elothing constitute the basie human needs for survivai. Since reform and opening-up, the
economy has experienced sustained ,steady and rapid growth in china .The living condition has
remarkably improved, and the living level is continuously rised on township residents, but at the
same time,there are still some urban families facing the difficulty in habitation, It is clearly that
such higher-level needs as security,self-esteem,and self-realization will not have a solid foundation
if the housing problems cannot be resolved,let alonce social progress and economic development.
My text’s subject investigated of housing support fasten on township residents in Inner
Mongolia Autonomous Region . To analyze the position, living current situation and
character by the township residents, I discover the system of housing public fund and cheap
renting houses exists many disadvantages in Inner Mongolia Autonomous Region ,so I put forward
the policy-related can improve the social support of housing security, achieve the
social integrated.
