摘要

随着人口的不断增长以及经济的飞速发展,农村环境污染日益加剧,针对
该现状进行分析,并提出了相应的法律防治对策,包括应加强农村环境保护法
制宣传,完善立法,严格执法,有效遏制农村环境污染。近年来,“三农”问
题在全国范围内引起了广泛的关注,解决“三农”问题,建设社会主义新农树
是全面建设小康社会的内在要求。农村人口占绝大多数,全面建设小康社会重
点在农村,难点在农村,广大农村地区能否达到全面建设小康社会的要求,是
实现更高水平的小康社会的关键一步。在依法治国的今天,实践证明运用法律
手段保护农村环境是最有效的途径,只有通过制定农村环境保护法规和不断提
高农村环境保护执法水平,农村环境问题才能得到根本的解决。本文从农田、
水体、植被、生物多样性、大气等方面分析了我国农村生态环境的现状,以及
引起农村生态环境问题的原因,提出和分析了我国现行农村生态环境保护法律
体系中存在的问题,并从公共环境意识、经济手段、所有权、行政领导责任制,
立法和执法方面,提出了建立我国农村环境保护法律体系的对策。

Abstract

With continued population growth and rapid economic development, increasing environmental
pollution in rural areas, against the current situation, and proposes a corresponding legal control
measures, including the legal system should strengthen the publicity of rural environmental
protection, improvement of legislation, strict law enforcement, and effective containment
