城市化进程中的“村改居”工程,解决了现有城市扩张过程中对城
市建设用地的迫切需求,为城区的快速发展提供了广阔的空间。但是,
农村城市化“村改居”工程的实施,不可避免地使大量农民的土地被征
用,农民的合法权利如果得不到保护,势必会影响社会安定团结的局面,
只有选择合理的改造开发模式,建立起被征地农民生活保障的长效机制,
“村改居”工程才能顺利进行。
厦门市岛外农村“村改居”进程中,如何保证厦门市城市化的快速
发展,如何保障被征地农民失地不失收,实现农村和城市、政府和村民
的双重“双赢”,实现厦门经济的新跨越和可持续发展,这是一个值得研
究的新课题。
在被动城市化条件下,通过对厦门岛外农村“村改居”进程中改造
开发模式的研究,提出在选择开发模式时应考虑的主要因素,根据规划
出的改造开发方案,运用定量分析的手段,建立经济效果评价指标和相
关数学模型,从多个改造开发模式中选择最优。同时,以实际应用的工
程项目—厦门钟山村“村改居”改造开发项目为例进行适用性研究,在
多个改造开发模式中采取多维视角分析其原因,探寻了哪种改造开发模
式对农民最有利,哪种改造开发模式更符合以人为本和可持续发展的要
求,得出了“村改居”的最终改造开发模式,为厦门岛外“村改居”工
程的顺利进行提供了成功经验,具有很好的理论价值和推广意义。

AN QUANTITATIVE RESEARCH ON TRANSFORMATION AND
RECONSTRUCTION MODE Of VILLAGES IN RURAL XIAMEN
ABSTRACT
The rural urbanization project on transforming villages into
living districts helps to solve the existing problems caused by
urban expansion process. The essful transformation satisfies
the urgent land demand and provides broader space for fast
development of cities. However, the implementation of the project
will massively and inevitably take over farmers' land and
ineffective protection of farmers’ rights will greatly influence
the social stability and tranquility. Only by choosing rational
reconstruction mode and establishing right protection mechanism
for farmers, can the project work smoothly.
This thesis makes an in-depth research on how to guarantee
rapid urbanization process in Xiamen, how to protect rights of
farmers who lose their land during urbanization, how to maintain
a good relationship between rural areas and cities, government and
farmers and how to realize a rapid and sustainable economic
development.
The research analyzes major factors influencing the rural
urbanization project on transforming villages into living
districts in the passive urbanization. Quantitative research
