摘要
在党的十六届五中全会和年中央一号文件中,党中央及国家主要领导人提出了建设
社会主义新农村的政策,逐步确立了“生产发展、生活富裕、乡风文明、村容整洁、管理民
主”二十字方针的建设目标,并指出要大力培育“新型农民”。自此以来,新农村建设事业
引起了社会各界的普遍关注和重视。胡锦涛同志曾指出:一个社会是否和谐,一个国家能否
实现长治久安,很大程度上取决于全体社会成员的思想道德素质。没有共同的理想信念,没
有良好的道德规范,是无法实现社会和谐的。我们要切实加强社会主义先进文化建设,不断
增强人们的精神力量,不断丰富人们的精神世界。因此,在建设社会主义新农村过程中,在
抓物质文明建设和政治文明建设的同时,更要注重抓好农村科学文化普及与农民思想道德道
德素质建设,为社会主义新农村建设提供良好的思想保证、精神动力、智力支持和文化支撑。
因此,本文将以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想与科学发展观为理论
指导,从建设社会主义新农村、培养和教育“新型农民”的角度,在学习和借鉴当前我国关于农民思想道德素
质建设的方针、路线、政策和国内、国外一系列优秀的研究成果的基础上,对在新农村建设过程中农民思想道
德素质方面的现状及存在的主要问题进行深入的探讨和分析,以找出导致这些问题产生的原因。在此基础上,
结合本人在马克思主义中国化专业所学习到的理论知识,就解决这些问题以及加强农民思想道德教育、提高农
民思想道德素质提出切实可行的途径。

Abstract
In the Fifth Plenary Session of the Sixteen mittee and the Central Document
of 2007, the CPC mittee and main leaders of our country put forward the policy of the
new building in rural areas, and gradually established the "production being developed,life being
rich,atmosphere being fine, village being tidy, management being democritic"20-character principle
of the target of construction, and pointed out we need cultivate" new peasants". Since then, the
policy of new building in rural areas lead to a widespread concern and attention of all sectors of
society. Chairman Hu Jintao once pointed out:whether a society is harmonious and the long-term
stability of a country can be achieved largely depend on the ideological and moral qualities of all
members of is mon ideals and beliefs, without a good ethics, it is impossible
to realize society harmoniously. We should earnestly strengthen the building of socialistic advanced
culture, and constantly enhance the people's spiritual, enrich the world of people’s spirit. Therefore,
