国际产业转移与山西产业的对策研究

摘要
人类社会进入世纪,经济全球化趋势越来越明显,以信息为先导的技术
革命迅猛发展,国际贸易、国际资本流动加速发展而且规模不断扩大,各国经
济联系加强在这样的背景下,发达国家和一些新型工业化国家和地区,以全球
战略为目标,开始了又新一轮的国际产业转移。这为山西产业的发展提供了重
要契机。
本文首先从理论的角度,明确了国际产业转移的内涵、机制,分析得出国
际产业转移为承接方带来了产业替代的“优化效应”、就业扩大的“扩大效应”
和产业关联带动的“发展效应”。接着回顾了二战后至今国际产业转移的历史,
重点分析了年代后期国际产业转移中出现的一些新特点及发展趋势。紧接着
采用定性分析和定量分析相结合的方法,一方面分析了山西三次产业结构及其
内部构成结构,指出山西过度依赖自然资源优势进行产业的发展造成了目前山
西产业结构的“失衡”;另一方面,从山西承接国际产业转移的客观条件出发,
结合山西承接国际产业转移的现状,得出国际产业转移对促进山西产业的优化
与升级起到了积极的作用。在此基础上,针对山西承接国际产业转移过程中出
现的一些问题,借鉴发达国家和亚洲“四小龙”承接国际产业转移的经验,得
出山西承接国际产业转移促进产业优化的对策:再造承接国际产业转移的环境
优势、改善产业吸收主体的结构及进行机制创新、优化产业转移的吸收结构、
实现产业接纳方式的多样化和合理化、壮大产业发展的集群、进一步调整和完
善山西产业政策和产业发展战略。

Abstract
The human society enters for the 21st century, the economical
globalization tendency is more and more obvious, technological revolution
taking the information as forerunners is violent and developing. The
movement of international trade and international capital is accelerating,
moreover the scale is unceasingly expanding, and the various countries'
economical relationship strengthens. Under such background, the
developed country and the new industrialized country or area take the
global strategy as the goal, start the new turn of international industrial
migration. This has provided the important turning point for Shanxi
industry development.
This article embarks form theory analysis, makes the definition and
mechanism of the international industry migration clear. Through
analyzing, we find that international industrial migration brings the
accepting country with “the optimization effect” of industry superseding,
“the expanding effect” of employment enlargement and "the developing
effect" of industry connecting. It proceeds to review the history of
international industry migration from two postwar till now. It emphasizes
