山西省高新技术产业发展存在的问题及对策研究

摘要
近年来,我国高新技术产业发展迅速,出现了大批高新技术产业园区,高
新技术产业总产值迅速增长。山西作为我国的能源大省,传统产业在国民经济
中占的比例很重,污染严重,为加快产业结构优化升级步伐,发展高新技术产
业是山西省实现经济转型的必由之路。
为加快山西省高新技术产业的发展,本文对高新技术产业的概念和有关理
论进行了回顾和总结,在此基础上分析了山西省高新技术产业的现状,指出了
影响山西省高新技术产业发展的主要问题,如高新技术企业数量少,规模小,
缺乏竞争力;高新技术产业化能力弱,创新能力不足;高新技术产业投入不足
等。通过比较分析总结了国内外发达地区高新技术产业发展的成功经验,以为
山西省的发展模式选择提供依据。针对山西省高新技术产业的发展中存在的主
要问题,从建立宽松的人才制度,吸引更多优秀人才;完善高新技术产业发展
的投融资体系;构建完善的中介组织体系;完备的法律体系支持四个方面提出
了对策建议。最后,紧密结合山西省优势产业的地区特征,提出了建立高新技
术产业基地的建议。

Abstract
In recent years, China's high-tech industry has developed rapidly, there have been a large
number of the high-tech industrial parks. High-tech industrial output value is growing rapidly.
Shanxi is a big province with energy in china, the proportion of traditional industries in whole
national economy is very heavy and its’ pollution is seriously. In order to speed up the pace of the
optimization and upgrading of industrial structure, The development of the high-tech industries in
Shanxi Province is the only way to achieve in transition of economies.
In order to speed up the development of the high-tech industries in Shanxi province,the article
reviews and the summaries the high-tech industry's concept and the related theory, analyses the
present situation of high-tech industry in Shanxi Province. and Summarizes the main problems of
Shanxi province in the development of the high-tech industries, which are a small number of the
high-tech enterprises, small scale, lack petitiveness, weakness in the high-tech
industrialization, lack of innovation capability; Inadequate investment in high-tech industries and so
on. Then, through analyses the useful experience of domestic and foreign in the development of
high-tech industries, which could provides a theoretical basis for Shanxi Province in mode selection
of development. Facing with
