山西农村计划生育养老保障研究

摘要
“农业、农村、农民”问题是长期以来困扰我国经济社会发展的瓶颈,这
也成为党中央“全面建设小康社会”和构建“和谐社会”伟大目标实现的一大
障碍,因为农村社会保障的严重缺乏是造成“三农”问题不能从根本上解决的
主要原因之一;农村人口老龄化的加快又急切的需要这道最后“完全网”的建
立,然而在我国广大的农村建立普遍的社会养老保障制度在现阶段又不具有可
行性;我国人口基数依然庞大,农村人口出生率依然居高不下,计划生育仍将
是我国的必需长期坚持的基本国策。在以上的时代背景下,国家人口计生委提
出逐步探索和建立农村计划生育养老制度。
在山西农村,人口老龄化现象较为严重;人口出生率和婴儿出生性别比长
期居高不下;社会养老保险在大多数地方仍是空白;农村家庭养老保障功能逐
步弱化⋯⋯现有的环境急切的需要建立养老保障制度。山西省从年开始积
极探索在农村建立计划生育养老保障制度。从实施的一段时间来看,取得了一
定的成绩,但是仍然存在一些问题。
本文在根据调查问卷结果和查阅相关资料的基础上,对山西现有农村计划
生育养老保障模式及现有实施环境进行深入分析,由此提出建立和完善山西农
村计划生育养老保障制度。并对保障水平及可持续发展的趋势进行了预测。为
保证政策的实施,最后提出建立和完善山西农村计划生育养老保障制度的相关
政策建议及配套措施。

Abstract
“Agriculture、country and farmer” are chronic problems in China's

generally is not feasible at this stage ; The rural population birth rate
remains high, China's family planning will be essential to the long-term
basic national policy. In the above background, National Population and
Family mission proposed gradual exploration and the
establishment of a rural family planning pension system.
In the country of Shan Xi Province, the aging of the rural population is
still serious; and chronically high sex ratio of infant birth; Social
endowment insurance is empty in most parts of rural country of Shan Xi
