山西煤炭企业发展循环经济的伦理研究
摘要
长期以来,山西煤炭企业在我国社会经济发展中发挥了巨大的作用。但传
统的“高度开采,高度浪费,低度利用”的能源开发利用模式不但造成了严重
的资源浪费和环境破坏,更难以满足经济发展的需求。目前,循环经济研究与
实践在我国逐步展开。将循环经济的理念与我国煤炭企业实际相结合,寻求煤
炭企业循环经济发展模式具有重要的战略意义。煤炭企业发展循环经济的背后
有着丰富的文化支撑与伦理支持,它更是带来了一系列社会文化尤其是伦理观
念的变革。
煤炭企业发展循环经济应以伦理信念为基础,以伦理机制为保障,才能顺
利实施。而建立这种伦理信念和伦理机制,正是我们努力的方向。本文从生态
经济伦理的角度结合山西煤炭企业发展现状,提出在煤炭企业发展过程中树立
循环经济的伦理观是实现煤炭资源可持续利用的道德基础。首先,循环经济伦
理观体现了一种生态伦理价值,为解决煤炭资源型城市发展过程中人与自然关
系的和谐提供了道德支持。其次,循环经济伦理观体现了一种经济伦理价值。
煤炭企业的社会责任在循环经济的时代下,在坚持企业——消费者、企业——
员工等旧的维度的同时加入一个新的维度,即企业——资源的维度。再次,循
环经济伦理观体现了一种生活观和生活态度。公众的社会责任意识与环境意识
是实施循环经济的重要环节,只有大力培育全民族的责任伦理意识,使人们对
生态环境的保护转化为自觉行为,才能解决生态保护的根本问题。山西煤炭企
业只有在循环经济伦理观指导之下,才能实现煤炭企业可持续发展。

Abstract
For a long time, as the backbone of resources, coal has played a
tremendous role in the development of society and economy in our country.
The traditional mode of exploitation and use of resources of ‘highly
exploited, highly wasted, inefficiently utilized’, has not only resulted in
serious wastes of resources and destructions of environment, but also
can’t meet the needs of economical development. At present, researches
and practices of circular economy have been started in our country. It has
great significance to seek a developing mode of circular economy of the
coal enterprises bining the idea of circular economy with the
practices of coal enterprises in our country. The development of circular
economy of coal enterprises is supported by ample cultures and ethics,
and circular economy has brought in great transformations to series of
cultures, specially the ethical views.
Only based on the ethical views and guaranteed by the ethical
mechanism, can the development of circular economy of coal enterprises
be implemented essfully. However, setting up this kind of ethical
