中国服务贸易比较优势和竞争力实证分析

摘要

服务贸易是当今国际贸易中发展最为迅速的领域,近十几年来,西方发达国家服务贸
易的增长远远超过了货物贸易的增长速度。随着国际服务贸易的快速发展,世界各国纷纷
加强了对服务贸易的研究。随着世界经济进入服务经济时代,以产品为基础的竞争向以服
务为基础的竞争转变。服务业在维护一国经济和政治利益方面处于重要的战略地位,服务
贸易成为国际化大生产的必要条件和国际经济生活的一个重要方面。可以预见,随着各国
服务经济不断发展,服务贸易将成为下一阶段国际竞争与合作的新领域。
1978 年的改革开放使中国的经济融入了世界。经过 20 多年的发展,中国的国际贸易
尤其是货物贸易取得了令世人瞩目的成就,但是服务贸易的发展却远远的落在了货物贸易
之后。2001 年 12 月 11 日,中国成为 WTO 的正式成员。加入 WTO,对我国的服务贸易来说,
是机会,更是挑战。我国服务贸易的比较优势是什么?其竞争力在?
本文在简要阐述了国内外关于服务贸易的研究概况后,先以传统的要素禀赋理论对中国的
比较优势进行分析,再以 2003 年的中国服务贸易进出口额的截面数据为依据,分别设立
37 个和 10 个经济体模型,从整体和分部门两个方面对中国的服务贸易的国际竞争力进行
实证分析。分析表明:以传统的要素禀赋理论来解释和指导中国的服务贸易并从中试图取
得服务贸易比较优势不符合我国的实际情况,而现代的国际贸易理论---竞争力理论却对其
作了强有力的解释,符合现阶段我国服务贸易的发展现状。在此基础上,提出了发展我国
服务贸易的对策建议。

Abstract

Trade in Services is one of the ever-fast growing fields among the international trade.
For more then a decade years, the development of the service trade is faster then that of the
goods trade. Because of this, lots of countries have paid more attention to study it then ever
before. With the world steps into the service economic era, petition based on the
commercial trade once upon a time has shifted to petition based on the service trade.
The service industry plays an important role in maintaining the countries economy and
political benefits, and the service trade has e an important aspect in world economy as
well as e a necessary condition for developing global production. It can be possibly
pointed out that, with the essive development, at the next stage, trade in services will
e the er of the petition and international cooperation.
Since 1978’s reformation, China has opened herself to the rest countries and made
herself emerged in the globalization. During more than 20 years’ development, the world has
