长三角地区制造业一体化发展研究

摘要
由江浙沪二省一市 16 个地级市以上城市构成的长三角地区,是我国经济和
制造业最为发达,最具有发展潜力和国际竞争力的地区之一。但由于受行政分割
和地方利益最大化的影响,该地区制造业重复投资、结构同构、恶性竞争等现象
十分突出,严重影响和制约了该地区制造业可持续发展和国际竞争力的提高。因
此,积极研究并推进长三角地区制造业一体化发展,对优化制造业资源在区域范
围内的自由流动和配置,提升产业结构和产业集聚水平,增强区域制造业国际竞
争力等具有重要的理论价值和现实意义。
本文在广泛收集和梳理归纳本领域相关理论及前人研究文献的基础上,首
先简要介绍了长三角地区制造业的总体发展概况,并对江、浙、沪二省一市制造
业的发展情况和特点进行了分析,指出了长三角地区制造业发展面临的问题和挑
战。然后,本文一方面从长三角地区一体化理论分析入手,阐释制造业一体化的
内涵,对制造业一体化的目标、条件、模式等要素进行分析;另一方面,从实证
的角度,分析了长三角地区制造业一体化的现状,并从行政壁垒和制度成本、外
商的投资布局、一体化的平台及机制等方面,剖析了当前影响长三角地区制造业
一体化发展的关键因素。在此基础之上,本文提出了构建长三角地区制造业一体
化的发展机制、各地方加快发展地方特色产业集群、基于产业链和区域优势优化
制造业战略布局、协调招商引资政策、积极推进长三角地区生产性服务一体化、
探索实行产权分税制等加速长三角地区制造业一体化发展的对策建议。

ABSTRACT
The Yangtze River Delta region which is posed by Jiangsu, Zhejiang and
Shanghai the two provinces and one municipality in 16 cities of more than, is one of
the region of the most well-developed manufacturing industry and the most
development potential and petitiveness. However, because of the
impact of the administrative division and local interest to maximize, it is very
prominent of the duplicate investment in the manufacturing sector, the homogeneous
structure, and the cut-petition in this region. It seriously restricts the
manufacturing sector in the region for sustainable development and international
competitiveness. As a result, it is provided with important theoretical value and
practical significance to actively promote the integrated development of the
manufacturing sector in the Yangtze River Delta region, which optimizing
manufacturing resources of the free movement and configuration in the region within
the framework, upgrading the industrial structure and level of industrial clustering,
enhancing the petitiveness of regional manufacturing and so on.
