文档介绍：西南交通大学硕士研究生学位论文第1页摘要改革开放以来,我国建筑产业发展迅速,在国民经济中的地位和作用日趋重要。随着建设事业的蓬勃发展和建设规模的不断扩大, 建设工程质量成为社会关注的热点。在新形势下,如何实现对建设工程质量的有效监管,切实保证建设工程质量,是一个迫切需要解决的问题。首先,本文针对我国现行建设工程质量监督管理模式,从管理模式的基本框架、管理主体、配套制度、管理体系、管理机制等方面进行了深入的分析。并在此基础上,分析了我国当前建设工程质量监督管理工作所面临的形势,找出了我国现行质量管理监督模式中存在的主要问题。其次,对美国、德国、法国等国外发达国家的建设工程质量监督管理模式进行了总结和分析,提出可用于完善我国质量监督管理模式的借鉴之处。并在国内外质量监督管理模式比较研究的基础上, 就如何完善我国的工程质量监督管理模式提出了建议,具有一定的参考价值。再次,重点提出了建立建设工程质量监督管理评价体系的建议, 并运用AHP法和模糊数学理论构建了评价模型,进而通过实例分析说明了该模型的可行性和优越性。评价体系的建立,是保证建设工程质量监督管理工作可持续发展的重要措施。最后,对“代建制”下的政府投资工程质量监督管理模式进行了初步探讨,明确了管理模式的基本框架和管理体系,并运用灰色系统理论构建了代建单位的评选模型,以提高评选的科学性。关键词:建设工程质量;监督管理模式;评价体系;政府投资工程 ABSTRACT The construction industry has e one of the fastest expanding industries inChina since the reform and opening up. Along with the development of the industry and the expansion of investment,construction quality has e ahot issue to the SOCietY as wel1 as a management emphasis of the government. Under plexion,it is an exigent problem to solve that how to supervi se the buiIding project effectiVelY and assure the qualiti es of them. At first,in thi sarticle,I analYse the main frame of the supervision mode,the main body of the management,plement system,the supervi sion mode and the management mechanism deeplY,aimed at the existing supervi sion mode of the engineering quality in China。On the base of these,I develop the mainlY problems in the exi sting supervision mode of the engineering quality in China.
