上海市居家养老服务评估指标体系的构建
摘要
随着经济的发展与医疗水平的提高,从 20 世纪 90 年代开始,我
国进入了高速发展的老龄化社会,其中,上海的老龄化程度位居全国
第一。传统的家庭养老由于人口结构的变化、家庭规模的缩小等因素
变得难以为继,而机构养老则限于资源的缺乏和较高的成本无法大规
模推广,在这种情况下,既能充分利用社区资源提供为老服务又不需
耗费过高成本的居家养老将成为未来中国老年人养老的主要方式。
居家养老服务评估指标体系的构建在居家养老方式推广的过程
中将发挥关键作用,评估指标体系能够从三方面体现它的优势:1、
能够科学评估老年人的实际需要;2、便于政府科学管理服务提供机
构;3、有助于合理分配养老资源,使老年人能享受到更好更适合自
身的服务。
本文主要研究内容与成果如下:
第一,本文对与居家养老评估指标体系构建相关的理论进行了探
讨,将新公共管理理论作为评估指标体系构建的指导性理念、将项目
管理原理作为建立对居家养老服务提供机构评估指标体系的依据,并
运用个案管理方法建立对居家养老服务接受者的评估指标体系。
第二,本文通过对静安区千名老年人生活质量的问卷调查、上海
市居家养老现状的分析、以及其它各方面资料的收集,初步构建了目
前上海市居家养老服务的总体框架。
第三,结合理论基础与现状分析结果,运用统计工具最终建立上
海市居家养老服务评估指标体系,该体系包括两大部分,即对居家养
老服务接受者和提供者的评估指标体系,共有一级指标 11 个、二级
指标 41 个、三级指标 134 个。
最后对确保评估指标体系顺利实施需要解决的几大问题进行了
探索。

ESTABLISHMENT OF THE INDEX SYSTEM OF THE
AGED SUPPORT AT HOME SERVICE OF SHANGHAI

ABSTRACT

Along with the development of the economy and improvement in
medical care, China has been ing an aging-country fleetly since
1990’s, thereinto, Shanghai is the most serious one in its aging degree.
Traditional mode of care for the elderly—family support—can hardly
maintain because of the large change on the population structure, and that
mode of living in resthome can’t popularize for its limited resources and
big expenses. In this case, Aging munity bines with
the advantages of above two modes of care for the aged will e the
main means for Chinese elderly in the future.
Establishing the evaluation index system of Aging munity
Service has three obvious advantages: 1, objectively assessing the actual
requirement of the elderly; 2, managing the service-providing unit
efficiently; 3, doing good to the reasonable resources allocation and
helping the elderly gain better service which suit themselves.
