内容提要
2006 年 12 月的中央农村工作会议首次明确提出“在全国范围建立农村最低生活
保障制度”,截至 2007 年 6 月底,全国 31 个省区市都已经建立了农村最低生活保障
制度。农村居民最低生活保障制度虽然实施时间不长,但其积极效果和深远影响已初
步显现出来,但在实际工作中也存在着很多问题。本文选取河南省方城县杨集乡作为
个案进行深入访谈,对农村最低生活保障制度的实施效果进行分析,并进一步提出完
善我国的农村最低生活保障制度的具体措施。
本文首先对我国农村最低生活保障的基本情况及个案地区农村最低生活保障的
实施情况进行了详细介绍,介绍农村最低生活保障制度的发展进程及其实施的各个方
面。在介绍个案地区农村最低生活保障实施情况的基础上,对农村最低生活保障的实
施效果从积极方面和存在的问题进行分析,并针对政策实施中的问题提出了具体的对
策建议。
通过对个案地区农村最低生活保障实施情况的案例论证分析可以知道,农村最低
生活保障制度的实施不仅保障了农村困难群众的基本生活权益,同时促进了和谐社会
的发展,但在最低生活保障对象的确定、资金投入使用、工作管理等方面存在着一系
列问题。本文针对这些问题提出科学合理确定最低生活保障对象,加大中央财政投入,
落实配套措施,加强基层工作力量等具体的建议,可以在实际工作中作为参考。

Abstract
In December 2006 the central conference on rural work the first time specifically
mentioned "establish the minimum livelihood guarantee system in rural areas in the
nationwide"。 As at the end of June 2007, China's 31 provinces, autonomous regions and
cities have already established a minimum livelihood guarantee system in rural areas.
Rural residents of the minimum subsistence guarantee system has shown positive results
and far-reaching impact, although the implementation is not long. But there are also a lot
of problems in practical work. This paper through the in-depth interviews of Yangjixiang
County of Henan Province as a case, to analyze of the results of the minimum livelihood
guarantee system in rural areas, and further Put forth concrete measures to improve our
minimum livelihood guarantee system in rural areas.
