农村养老保险与人力资本投资关系研究--以河北省为例

摘要
本文在分析社会养老保险制度与人力资本关系的基础上,根据农村的实际
情况,运用世代交替模型,分别分析了传统的家庭养老模式和新型农村社会养
老保险制度与人力资本投资之间的关系,得出以下结论:在传统的家庭社会养
老模式中,家庭对子女的人力资本投资量取决于家庭储蓄率与赡养率的比值;
而新型农村养老保险不会对家庭的人力资本投资产生影响。文章还以河北省为
实例对农村社会养老保险与人力资本之间的关系进行了实证研究,结果表明,
在目前农村经济情况下,新型农村社会养老保险缴费率对农村人力资本投资有
促进作用。
除此之外,本文还以河北省为例,从经济因素、政策因素和社会意识因素
三方面分析了农村社会养老保险与人力资本投资关系在互动的实践中可能出现
的诸多问题,并提出了相应的解决措施。

ABSTRACT
This paper analyzes the relationship between the social pension insurance system and human
capital. On this basis, according to the actual situation of rural areas, establishing an overlapping
model, then on the one hand analysis of the relationship between the traditional family pension
model and the human capital investment; On the other hand analysis of the new rural social pension
insurance, the family will not affect investment in human capital . The result shows that in the
model of traditional family social pension, family investment in human capital of their children
depends on the household savings rate and the ratio of alimony, however, in the model of new rural
social pension insurance, the family will not affect investment in human capital. Empirical research
in Hebei province, the results show that: In the current economic situation of rural areas, payment
rate negative effect on the rural resident’s human capital investment.
In addition, In Hebei province for example, this article from economic , political and social
awareness factors three aspects analysis the problems that maybe arise in the practice of the
relationship between the new rural social pension insurance and human capital investment ,this
article also puts forward some measures to solve those problems
