摘要
我国国民经济的基础是农业而三农问题是直接影响我国经济发
展能否实现现代化,是关系到我国社会发展能否整体实现小康社会的
关键问题。我国社会发展能否达到全面小康,经济发展能否实现现代
化关键要看农民的生活是否真正实现了全面小康,农业发展是否真
正实现了现代化。在“三农”问题当中,农民问题是其中的核心而
农民的素质问题则又是农民问题的关键之所在。当前,如何解决“三
农”问题,如何实现可持续发展我国农村经济呢?农村人力资源的开
发和利用是必由之路,因此在当前以及未来几十年,农村人力资源
如何合理有效开发是发展我国农村经济的首要问题。
本文通过查阅相关文献资料,分析相关统计年鉴,掌握了我国农
村人力资源的现状:农村人力资源数量巨大受教育和培训程度低,
身体素质差,地区差异明显,存在严重剩余。分析了我国农村人力资
源开发在体制、经费投入、思想认识、教育结构、医疗保健等方面存
在的问题,从转变观念、完善农村教育体系、完善医疗保障体系和构
建农村人力资源开发体系四个方面系统地提出了开发我国农村人力
资源的政策建议。

Absract
The basis of our national economy is agriculture, and rural issues that directly affect the ability
to modernize China's economic development, social development is related to our ability to achieve
well-off society as a whole the key issues. China's social development can achieve prehensive
well-off, can achieve economic development, modernization, the key is really to look at the lives of
farmers to achieve prehensive well-off, agricultural development is truly modern. In the
"three rural" issue among farmers is one of the core of the problem, but the problem is the quality of
farmers is the key to the problem of farmers. At present, how to solve the "three rural" issue, how to
achieve sustainable development of our economy? Rural development and utilization of human
resources is the only way, therefore, in the current ing decades, how reasonable and
effective rural human resources development is the most important development of our economic
problems.
Through access to relevant literature, analysis of relevant statistical yearbook, master of the
situation of human resources in rural areas: a huge number of rural human resources, low levels of
education and training, physical differences, regional differences are significant, there is a serious
