社会保障资金筹集方式问题研究

摘要
社会保障资金是社会保障制度正常持续运行的物质基础。如何筹集资金是社会
保障研究中不可或缺的一个重要问题。正处在改革完善之中的我国社会保障制度同
样也面临着这一问题。因此探讨社会保障资金筹集中存在的问题和不足是有重要意
义的。本文从社会保障资金筹集方式的概念及理论分析出发,论述了我国社会保障
资金筹集方式的历史、现状、以及改革和选择资金筹集方式的影响因素。同时,讨
论了资金筹集方式选择的若干对策。文章由以下五部分组成。
第一部分为绪论,主要是从提出问题,研究综述,研究方法和思路等方面对研
究题目作总体描述。同时对文章中有关概念进行辨析和界定。
第二部分主要阐述了社会保障筹集的有关理论,如社会保障资金来源理论以及
社会保障资金筹集方式选择的原则等。
第三部分主要是从制度演变的角度论述我国社会保障资金筹集方式的变化,同
时指出当前存在的主要问题。
第四部分主要是从经济、社会、文化传统等方面探讨资金筹集方式选择的影响
因素。
第五部分主要阐述了社会保障资金筹集方式选择的若干对策。
第六部分是研究结论和研究不足。

Abstract
Social security fund is the material base of standing and stable development of social
security system. How to raise fund is a very important problem in the field of social
security research. China's social security system which is being reformed and improved is
also faced with this problem—how to raise enough fund. So, it is a very significant thing
to research problems and deficiencies existing in the course of fund-raising. Based on
analyzing some correlative concepts and theories of social security fund-raising, this paper
discusses the history, the current situation of China's social security fund-raising mode and
the influence factors of selecting social security fund-raising mode. Meanwhile, the paper
also discusses some measures of selecting social security fund-raising mode. This paper is
composed of five parts.
The first part is the exordium. This part gives a brief description of research subject.
It includes putting forward problems, summarizing the contents of research, research
methods and research aspects. Meanwhile, some correlative concepts are differentiated
and defined in this part.
In the second part, the researcher expounds correlative theories of social security
fund-raising, such as the theories of social security fund sources and the principles of
selecting social security fun
