KT公司物资采购管理优化研究

摘要
企业物资采购是企业为了满足对物品(商品、原材料、办公用品、固定资产等)
或劳务(技术、服务等)的需要而进行的各项购买活动。优化采购管理可以降低不
良成本、增加企业最终利润、提高竞争优势并帮助实现企业战略目标。本文以公司
内部审计人员的视角,以 KT 公司物资采购管理性状为研究对象,探讨具体企业环
境中如何加强采购内部控制、优化采购管理流程及提高采购管理水平并最终创造价
值、增强企业竞争力。
论文首先介绍了 KT 公司所处复材行业的竞争态势、KT 公司的生产特点、工艺
流程及物资采购管理概况,由此指出其物资采购管理过程中存在的一些主要问题及
相关后果。在此基础上提出了提升其物资采购管理水平的途径:加强物资采购内部
控制、实行全面预算管理、合理选择供应商和采购方式、完善 JDE 系统、取消现场
小仓库和设定关键绩效指标。
论文最后对各种改进措施的实施效果进行了预估和评价,目前这些改进措施已
经在 KT 公司得到成熟应用或逐步推广且已收到了很好的效果。通过实行这些改进
措施,KT 公司物资采购内部控制逐步健全、采购单价合理性控制逐步加强、JDE 部
分功能得到显著改善、存货管理水平得到明显提高,从而印证了优化物资采购管理
水平的作用和意义。

Abstract
Material purchase of an enterprise refers to the purchasing activities conducted to
meet demands for products (goods, raw materials, office supplies, fixed assets, etc.) or
services (technology, service, etc.).However, by optimizing purchase management, it
could reduce the adverse costs, increase profit ultimately, petitive advantages
and help achieve the strategic objective of an enterprise. This paper, from the perspective
of an internal auditor, by taking KT material purchase as its research object, discusses how
to strengthen internal controls of purchase, optimize purchase management process,
improve purchase management, and ultimately create values and petitiveness
in corporate environment.
In the beginning of this paper, it briefly introduces the petition posite
material industry, its production features, process flow and material purchase, indicating
some main problems existing in the process of material purchase management as well as
their related consequences. On this basis, the ways to promote material purchase
management are proposed: by strengthening internal control of material purchase,
prehensive budget management, choosing venders and purchase
method in a reasonable way, improving JDE system, terminating small point-of-site
