Abstract

The theory of strategic trade policy means one country's
government which is under petition and large-scale
production condition can rely on policy means, such as production
replenishing, export subsidies or protecting the domestic market, to
foster the growth of the strategic industry in this country, to strengthen
petitive power in the international market, to seek the extra
es of large-scale production, and take this opportunity to rob
other country's market share and industry's profit. This theory waver
the Optimum of free trade policy in the condition of imperfect
competition and large-scale production, have proved the rationality of
government interference in the strategic industry, have proposed that
implicating the strategic trade policies and measures properly, such as
tariffs and replenishing, will contribute to the opinion that one
country's trade will benefit. After the war, such countries as Europe,
Japan, India, all implemented the strategic trade policy, they have
made the remarkable effect, eeded in supporting the growth of the
strategic industry, and improved the petitive of the
national industry.
After entering the WTO, on one hand, we must accelerate the
process of liberalization of the trade,improve the market opening
further. On the other hand, compared with developed country, very
great disparity exists yet in the economic level of our country. The
opening of the market will inevitably make some domestic strategic
e from the foreign strong impact. As a developing
country, unavoidably, our country will offer the protection and support
to some trades of a certain limit and a certain degree. So, carrying on
research to the theory and practice of strategic trade policy, pursuing
the strategic trade policy properly in transition period of entering the
WTO can support the growth of the str
