文档介绍：1 论高校图书馆数字馆藏发展政策索传军马越(郑州大学信息管理系郑州, 450001 ) [摘要] 本文在阐述我国高校图书馆数字馆藏建设现状和数字馆藏与传统馆藏的本质区别的基础上, 指出制定数字馆藏发展政策的必要性与紧迫性, 以期引起对数字馆藏发展政策理论研究与实践的重视。并对数字馆藏发展政策初步进行了较为系统的探讨:论述了数字馆藏发展政策的含义,数字馆藏发展的原则与目标,数字馆藏的评价与评估以及高校图书馆数字馆藏发展应采取的有关策略。[关键词]高校图书馆数字馆藏发展馆藏发展政策 On Digital Collection Development Policy of Universities ’ Libraries [Abstract] This paper point out the necessity and urgency of constituting digital collection development policy on the base of exoatiating on the present situation of university libraries ’ digital collection development and the essential difference between digital collection and traditional collcetion ,in order to bring digital collection development policy to serious , systematacially probe into digital collection development policy by dissertating the signification of it,the principle and aim of digital collection development,the selection and valuation to digital collection,the strategies that we should take . [Keywords] university library; digital collection development ; collection development policy 1. 数字馆藏建设中存在的问题网络化的信息环境下,数字馆藏已成为高校图书馆重要的馆藏资源,建设数字馆藏, 提供网络信息服务是图书馆发展的必然趋势。同时,随着国内外数字信息资源的不断丰富发展,特别是国外数据库的大量引进,高校图书馆面临的是资源众多,订费上涨,经费有限,难以取舍的局面。如何经济有效地购买适用资源,建立起科学、合理、适用的数字馆藏体系,最大限度地满足读者信息需求,实现成本效益最大化原则,是图书馆目前亟待研究解决的重要问题。当前,各高校图书馆都比较重视数字馆藏的建设, 其采购经费所占比例逐年持续增长,并投入大了量的人力物力,取得了一定的成就,但同时也存在很多问题,主要表现在: ( 1)缺乏长远规划。对数字馆藏建设缺乏系统完整的前期长远规划,多为被动地、个体地考察和接受数据商的推荐产品,在发展馆藏
