《就业促进法》视角下大学生就业问题及对策研究

摘要
随着我国经济体制和教育体制改革的不断深入,我国的高等教育开始从过去计划经
济体制下的办学模式,向适应社会主义市场经济体制的办学模式转型,中国高等教育从
精英化阶段进入到大众化阶段。农村剩余劳动力转移、国企职工下岗等中国特有的基本
国情,使我国的就业问题面临着复杂的经济环境。在这种背景下,我国大学生就业问题
就显得更为复杂和突出。如何有效解决大学生就业问题?本文以《就业促进法》出台为
契机,在分析我国大学生就业现状及影响大学生就业因素的基础上,对《就业促进法》
进行仔细研究,根据《就业促进法》的有关规定和精神,探索促进大学生就业的具体对
策。
文章的主要内容包括以下几部分:第一章绪论部分主要介绍研究的背景及研究的意
义,综述国内外相关研究现状,阐明研究的方法、研究的主要内容等;第二章对《就业
促进法》出台及主要内容进行概述,简要分析《就业促进法》对大学生就业促进方面具
有的重要意义;第三章介绍我国大学生就业现状,分析大学就业的基本情况、大学生就
业中存在的问题;第四章分析影响大学生就业的因素,宏观经济环境、政府调控、高校
教育、用人单位和学生个人都对大学生就业的有影响;第五章提出《就业促进法》视角
下促进大学生就业的对策。按照《就业促进法》精神从政府、高校、用人单位和学生四
方面提出促进大学生就业的具体措施。

Abstracts
With the gradual and further reformation of economic system and educational system in
China, higher education’s school-running model is starting to transform, from the one which
was used under planned economy system to the one adapted to the socialist market economy
system, the higher education of china step into the elite stage from the popularization stage.
The special basic condition of China, such as the transferring of rural surplus labor and the
laying off unemployment of state-own enterprises, makes the employment problem
encountering plex economic environment. Under this background, the employment
problems of university students have e plex and protuberant. How to solve
the problem of employment of university students? In this paper, "Employment Promotion
Law" is introduced as a turning point and is careful researched on the base of anglicizing
employment status of college students and factors that affect it, according to the relevant
provisions and the spirits of "employment promotion Law ", we insist on exploreing specific
measures to promote the employment of college students.

introduces the research background
