摘要
能源是现代工业的基础,它的安全供应关系一国的生存与可持续发展,是左右国家
命运核心。尤其是作为“工业血液”的石油,由于其稀缺性和分布、生产和消费的不均
衡性,以及它在国家安全和经济发展中的重要地位,决定了能源合作在一国对外政策中
的地位。
冷战结束后,国际政治经济格局处于变动之中,“· ”恐怖主义袭击事件、伊拉
克战争更是印证了这一点。经济竞争渗透政治利益冲突,政治利益冲突又推动着经济竞
争与对抗,而能源一直是这种政治经济大竞赛的一个关键领域。
俄美关系是俄美两国对外关系的重点,两国关系发展至今,双方有共同利益的领域
却不多。除防止核武器扩散,反恐等存在共同利益的领域外,能源领域算是比较重要的
一个领域。在俄罗斯看来,从经济角度来说,能源生产可以使俄罗斯与工业化的西方融
为一体;从政治角度来说,能源可以作为俄对美外交的一张王牌,以实现成为美国重要
伙伴的目标。俄罗斯领导人也希望通过调整与西方关系,复兴俄能源工业以支撑转型,
因为能源出口是俄罗斯最大的外汇来源。特别是“· ”事件后,美国更加注重能源
来源的多元化,以降低对中东地区能源的依赖,保障本国的能源安全。今后,随着世界
可替代能源储备地的减少,以及美国对进口石油的需求的增加及降低对不稳定的中东产
油地的依赖,石油总储量居世界第三,政治“稳定”的俄罗斯将显得越来越重要。
因此,俄美双方在能源领域的合作必将增加,但是俄美之间能源的合作还有一些制
约因素,通过分析这些不利因素,能更好的分析俄美能源合作的前景,及其对国际政治
影响。

Abstract
Content:Energy is the basis of modern industry, its security supply relates a country's
survival and sustainable development,is the core about the destiny of the country. Especially,
the oil,as "industrial blood" ,for its scarcity,distribution,production and consumption
unbalance,as well as it plays an important role in national security and economic
development,deciding the role of energy cooperation in a country’s foreign policy .
After the Cold War, international political and economic have changing a lot,9·11,the
war in Iraq is proof of this. petition infiltrating political interest confliction,
and political interest confliction promoting petition and confrontation,and the
energy has been a key field between the political and petition.
The Russian-US relations is the focus of Russian and US foreign relations,since the
bilateral relations develop to today,however,the two sides do not have mon
interest in some areas. Beside preventing the proliferation of nuclear weapons ,
counter-terrorism etc mon interests, the energy field is an important area.
