摘要
市场经济条件下企业的生存和发展取决于竞争优势而技术创新则是竞
争力的根本源泉企业技术创新活动既有大量的投入又有巨大的风险和不确
定性为了使企业科学地认识自身的技术创新状态把握技术创新活动规律
保持和提高竞争优势必须在投资前后做好技术经济评价工作这就需要一套
科学而实用的技术创新绩效测度与评价方法本论文的研究以此为出发点构
建了适合企业技术创新绩效测评的动态 DEA 模型
本文从传统数据包络分析 DEA 方法出发介绍了 DEA 理论的基本模型
和发展情况分析了 DEA 方法与传统方法对比的优势确定了动态 DEA 模型
应用的前提假设和流程提出了适用于企业技术创新绩效动态测评的 DEA 模
型最后着重对南京市高新技术企业进行了实证分析验证了动态 DEA 方法在
企业技术创新绩效测评应用中的有效性
研究表明本文所构建的动态 DEA 模型计算结果与传统静态模型结果基本
一致但在评价动态问题以及特殊投入产出问题时运用动态 DEA 模型更为有
效样本企业的技术创新绩效差距较大总体技术效率不高但呈现逐年提高
的趋势多数样本企业处于规模收益递增状态样本企业的经营规模对企业技
术效率有一定的影响但是其间的差异在统计学意义上并不显著不同经济类
型的企业技术效率无显著差异行业因素是对企业的技术创新绩效有显著影响

ABSTRACT
Under market-oriented economy conditions, the survival and development of
enterprises mostly depend on petitive advantages, while technological
innovation is the fundamental source petitive edge. The technological
innovation activities need a lot of input, and will bring great risks and uncertainties
to the enterprises. To make the enterprises recognize their own status in
technological innovation clearly and grasp the regularity of technological innovation
activity, we must deal correctly with the technical and economic evaluation before
and after the investment. As a result, it is necessary to set up a scientific and
practical method of technical and economic evaluation. Under this circumstance, the
thesis sets up a new method that can measure and evaluate the technological
innovation of enterprises based on dynamic Data Envelopment Analysis (DEA)
theory.
Started with the introduction of traditional DEA methods, this paper introduces
the development of DEA theory and model, and analyses the advantages of DEA
pared with traditional methods. Then it establishes the assumptions and
the application process of the dynamic DEA model, and puts forward the practical
framework in technologic
