中文摘要

本文较为系统地探讨了地方政府与地方经济发展之间的联系,主要是地方政
府如何有效运用产业政策来促进地方经济的发展。我国是个幅员辽阔、自然条件
千差万别,地区间经济社会发展很不平衡的发展中大国。作为全民利益的代表,
中央政府承担着为全国人民谋福利的重任,常常从全局的利益出发制定和颁布产
业政策,以全社会福利最大化作为行动指南,是以在兼顾不同地区差别化发展方
面势必存在一定不足。
国家在制定产业政策时,不可能对全国各地各行各业的情况了如指掌,这就
可能导致制定出来的产业政策有失偏颇,而产业政策的贯彻执行势必损害某些地
区的利益。而地方政府理解产业政策目标的立足点往往不是国民经济整体,而是
其行政管辖地域内的经济发展状况,它们执行产业政策的目标是促进本地区经济
的繁荣发展和地方财政收入的最大化。我国地方政府既是利益主体,又是管理主
体。作为利益主体,地方政府力图多发展一些新的项目,扩大企业规模,扩大本
地区的经济总量。是以地方政府在执行产业政策时更多的出于对地方利益的考虑,
做出合乎理性的选择,因此,中央政府与地方政府之间的经济博弈不可避免的产
生了。
本文主要运用产业政策的传导机制理论、增长极理论、地方和中央的博弈理
论等相关理论,比较东西方管理文化差异及对产业政策的制定和执行所产生的影
响,分析我国在产业政策制定和执行是存在问题和不足,深入研究中国地方政府
如何有效运用产业政策促进地方经济发展。通过调查和分析连云港市目前的经济
发展水平和区域优劣势,得出连云港市应如何执行国家产业政策,利用自身的区
位和资源优势,有选择的发展重点区域和重点行业,通过增长极的极化和扩散效
应,影响和带动周边地区及其它产业发展,以实现连云港市整体经济的跨越式发
展。

ABSTRACT

This paper systematically discusses the local government and local economic
development linkages, mainly how local government effectively use industrial policies
to promote local economic development. China has a vast land and vastly different
natural conditions; regional economic and social development is very uneven among the
