经历了 30 多年改革开放,我国经济和社会结构发生了巨大变化,但粗放型的
经济增长方式并没有发生根本性的改变。我国产业结构升级和经济增长方式转变
滞后,一个重要原因就是行政管理体制改革滞后,政府职能转变不到位。
各级地方政府认真研究本地区经济特点,利用国际金融体系重新构建和扩大
国内需求的机会,进一步处理好政府、企业和市场的关系,推出有利于经济转型
升级的公共政策,对推进地区产业结构优化升级、促进地区经济增长方式加速转
变意义重大。
本文在运用经济发展阶段理论、政府经济职能理论、新公共服务理论等理论
工具的基础上,通过对经济增长方式转变中的政府作用进行深入分析,通过比较
美、日、韩三国政府在产业结构调整中的主要策略,借鉴广东、无锡等地推进产
业升级的做法,以此来阐明地方政府必须向服务型政府转型,才能在地区经济转
型升级中进一步发挥作用,推进地区经济稳定健康发展。
文章还阐明了产业结构升级与转变经济增长方式的关系,并运用于南通市经
济转型升级的个案研究。通过定性与定量相结合的实证分析方法,对改革开放以
来南通三次产业结构尤其是工业产业结构的发展现状、内部结构、存在问题进行
了详尽的剖析,并据此提出了南通地方政府推进经济转型升级的路径。

Abstract
After 30 years of reform and opening up, China's economic and social structure has
changed dramatically, but the economic growth mode has no fundamental changes. An
important reason is the transformation of government functions has not eeded.
Local governments have a great important role in promoting regional industrial
structure upgrading and promoting the transformation of regional economic growth
mode.
Based on the theory of stages of economic development, the theory of economic
functions of government, the theory of new public service and other tools, by analyzing
the government responsibility in promoting economic transformation and upgrading, by
comparing the main strategy of United States, Japan, ROK government in industrial
restructuring, by referring the practice of Guangdong, Wuxi to promote industrial
upgrading, the article demonstrates the local government must transform the
government functions, play a further role in region economic restructuring and
upgrading , promo
