中文摘要
人大信访工作是我国人民信访工作的一个重要组成部分。基层人大常委会处
理涉诉信访案件,主要是通过对司法机关的监督来实现涉诉信访问题的解决,这
就涉及到如何更好的行使基层人大对司法工作的监督问题。在实践工作中,对人
大司法监督的手段、方法、效力等,始终有一些模糊认识。2006 年 8 月 27 日十届
全国人大常委会第十三次会议通过了《中华人民共和国各级人民代表大会常务委
员会监督法》(以下简称监督法)并于 2007 年 1 月 1 日起正式实施。该法是我国
各级人大常委会开展监督工作的基本准则,对加强和完善各级人大监督工作起着
非常重要的作用。但《监督法》颁行后,各地人大在监督工作实践中仍遇到一些
问题,尤其在司法监督方面出现一些争议。本文主要从涉诉信访角度探讨如何进
一步加强和改进司法监督问题。文章首先对地方人大司法监督作简要概述,然后
对目前的涉诉信访状况进行了分析,最后对如何做好地方人大司法监督工作进行
了探索。

Abstract
The NPC’s letter-inquiry work is the important part of letter-inquiry work in china.
Through supervision on the administration of justice, the mittee of Local
People’s Congress usually deals with letter-inquiry work concerning litigation, which
will involve the problem of the local People's Congress supervision on the
administration of justice. In fact, there is always some vague knowledge on the
supervision on the administration of justice, about means, methods, effect and so on.
August 27, 2006, the thirteenth meeting of the Tenth NPC passed the " Supervision
Law", and on January 1, 2007, come into force. Supervision law is fundamental
standard for the mittee of NPC, and play an important role in the
supervision work. But in practice, the supervision work still meets some problems,
especially in some controversial judicial supervision. Taking on handling of
letter-inquiry work concerning litigation, the article will analyz
